The following items of business, having been filed with the Town Clerk under the Rules of the Council, will come before the Council at a Special Meeting to be held on Thursday, January 14, 2021 at 7:00 P.M.  - Said meeting will be conducted by telephone conference call/ webinar, in accordance with Executive Order 20-46 issued by Governor Raimondo on April 15, 2020, extended to February 4, 2021, which modifies certain provisions of the Open Meetings Act (“OMA”) and the Access to Public Records Act (“APRA”) as part of the State’s emergency response to COVID-19.             Pursuant to the provisions of Article II, Section 203 of the Town Charter and in accordance with Sections 42-46-2., 42-46-3., 42-46-4., 42-46-5 and 42-46-6., RIGL, I hereby call a Special Meeting of the Town Council to formally consider, discuss and vote upon the following items of business:

1.    Presentation of Town Administrator, re:  Upcoming Beach Season.

 

On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to continue said discussion regarding presentation on January 4, 2021.

 

Town Administrator Shawn Brown reviewed the following edits to the power point presentation from January 4, 2021.

Discussion centered around the pump out boat, additional moorings, DEM requirements, floating pier at Third Beach, sticker sales for the beaches, AT&T Antennas, daily passes, cash vs credit cards, Mobile Food Concessions, Second Beach parking lot, Third Beach being a family beach and forecasting the budget for the beach.

 

Charlene Rose Cirillo, Chair Middletown Beach Commission, addressed the Council noting opposition to daily sales during the Covid pandemic.  Mrs. Cirillo suggests keeping cash payments as an option at the beach.  Charlene Rose Cirillo also noted support for the food trucks and suggested that the campground fees remain the same as last season.

 

Discussion centered around campground rates, dates of the campground season, number of spaces that can be occupied at the campground and the beach discussion to return to the Council at the first or second meeting in February.

 

2.    Communication of Tax Assessor, re:  Cancellation of Taxes for certain Middletown residents.

 

On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to receive said communication.

 

3.    Resolution of the Council, re:  Cancellation of Taxes for certain Middletown residents.

 

On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to pass said resolution.

 

 

BOARDS AND COMMITTEES

 

4.    Memorandum of Councillor Welch, re:  Resignation from the Open Space and Fields Committee.

 

On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to receive said resignation.

 

5.    Appointment of Tree Warden for the 2021 calendar year.

 

On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to reappoint Alan Kirby as the Tree Warden for the 2021 calendar year.

 

6.    Memorandum of Rosemarie K. Kraeger, Superintendent of Schools, re:  Council participation on the Budget Subcommittee and Building Committee.

 

On motion of Vice President Rodrigues, duly seconded, to receive said memorandum and appoint.

 

Council President Sylvia inquired if the request was submitted by the School Committee or Superintendent and the reasoning for the request.

 

Town Administrator Shawn Brown noted it was a request by the School Committee, explaining the intent is to increase dialog with the Town Council.

 

Discussion centered around the Council liaisons to the School Committee, budget process, consolidation of departments and the Council wanting more information regarding this request.

 

Vice President Rodrigues withdrew his motion.

 

On motion of Council President Sylvia, duly seconded, it was voted unanimously to continue this item for more information.

 

            On motion of Vice President Rodrigues, duly seconded, it was voted unanimously to adjourn said meeting at 8:04 p.m.
