Dear Mrs. Marshall:
Pursuant to the provisions of Article II, Section 203 of the Town Charter and in accordance with Sections 42-46-2., 42-46-3. and 42-46-6., RIGL, we hereby call a Special Meeting of the Town Council Elect to unofficially consider, discuss and act upon the following items of business, all items on this agenda may be considered, discussed and voted upon:
Town Council Elect to unofficially discuss leadership, Town Council appointments and other matters related thereto.
Said meeting will be held on Monday, November 21, 2022, at 6:00 P.M. at the Middletown Town Hall, 350 East Main Road, Middletown, Rhode Island 02842.

Town Clerk Wendy Marshall noted that all votes taken at the meeting will not be official until the Inauguration that will be held on Monday, November 28, 2022 at 6:00 P.M. at the Middletown High School.
Town Clerk Wendy Marshall inquired if anyone would like to begin the discussion or nominations for Council President can be entertained.
Discussion centered around how nominations and voting must be consistent with Roberts Rules, open to the public and transparent. It was the consensus of the Council Elect to vote by speaking the nominees’ name.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to appoint by speaking the nominees’ names.
Town Clerk Wendy J.W. Marshall requested nominations for Council President.
Council Elect Santos nominated Council Elect Rodrigues as Council President.
There were no further nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to appoint Council Elect Rodrigues as Council President.
Town Clerk Wendy J.W. Marshall requested nominations for Vice President.
Council Elect Santos nominated Council Elect Welch as Vice President.
There were no further nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Council Elect Welch as Vice President.
Town Clerk Wendy J.W. Marshall requested nominations for Municipal Court Judge.
Council Elect Rodrigues nominated Francis S. Holbrook II as Municipal Court Judge.
There were no further nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to appoint Francis S. Holbrook, II as Municipal Court Judge.
Town Clerk Wendy J.W. Marshall requested nominations for First Assistant Municipal Court Judge.
Council Elect Rodrigues nominated Robert M. Silva as First Assistant Municipal Court Judge.
There were no further nominations.
On motion of Council Elect Logan, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Robert M. Silva as First Assistant Municipal Court Judge.
Town Clerk Wendy J.W. Marshall requested nominations for Second Assistant Municipal Court Judge
Council Elect Welch nominated Kevin O. Hagan as Second Assistant Municipal Court Judge.

On motion of Council Elect Connerton, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to appoint Kevin O. Hagan as Second Assistant Municipal Court Judge.
Town Clerk Wendy J.W. Marshall requested nominations for Probate Court Judge
Council Elect Santos nominated Michael W. Miller as Probate Court Judge.
There were no further nominations.
On motion of Council Elect Logan, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Michael W. Miller as Probate Court Judge.
Town Clerk Wendy J.W. Marshall requested nominations for Assistant Probate Court Judge.
Council Elect Santos to nominated Barbara A. Barrow as Assistant Probate Court Judge.

On motion of Council Elect Logan, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Barbara A. Barrow as Assistant Probate Court Judge.
Town Clerk Wendy J.W. Marshall requested nominations for Town Solicitor.
Council Elect Rodrigues nominated Peter B. Regan as Town Solicitor.
There were no further nominations.
On motion of Council Elect Logan, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Welch, duly seconded, it was voted unanimously to appoint Peter B. Regan as Town Solicitor.
Town Clerk Wendy J.W. Marshall requested nominations for Assistant Town Solicitors.
There were no further nominations.
On motion of Council Elect Logan, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Christopher J. McNally and Michael E. Monti as Assistant Town Solicitors.
Town Clerk Wendy J.W. Marshall requested nominations for Assistant Town Solicitor for Prosecution.
Council Elect Welch nominated Anthony Pesare as Assistant Town Solicitor for Prosecution.

On motion of Council Elect Welch, duly seconded, it was voted unanimously to close nominations.
On motion of Council Elect Rodrigues, duly seconded, it was voted unanimously to appoint Anthony Pesare as Assistant Town Solicitor for Prosecution.
Town Clerk Wendy J.W. Marshall announced the following:
November 28th – Please arrive by 5:30 pm for the Inauguration at Middletown High School
December 9th – Tree Lighting at the Senior Citizens Center 6:00 p.m.
December 19th – Please arrive by 5:30 p.m. at Town Hall for Council Pictures
On motion of Council Elect Welch, duly seconded, it was voted unanimously to adjourn said meeting at 6:15 p.m.
