The following items of business, having been filed with the Town Clerk under the Rules of the Council, will come before the Council at a special meeting to be held on Monday, June 26, 2023 at 6:00 P.M. at the Middletown Town Hall, 350 East Main Road, Middletown, Rhode Island. Dear Ms. Marshall:
Pursuant to the provisions of Article II, Section 203 of the Town Charter and in accordance with Sections 42-46-2., 42-46-4., 42-46-5., and 42-46-6., RIGL, I hereby call a Special Meeting of the Town Council to formally consider, discuss and act upon the following items of business. All items on this agenda, may be considered, discussed and voted upon.
1. Public Hearing (Advertised)
Town of Middletown PY2022 CDBG Application – Review of proposed projects for inclusion in the Town’s application for a Small Cities Community Development Block Grant to undertake a range of activities including:
a) Improved housing opportunities for low and moderate-income families and individuals.
b) Provision of employment opportunities for low and moderate-income individuals.
c) Provision of community facilities and services principally benefiting low and moderate-income families and individuals.
2. Resolution of the Council, re: PY2022 Application – Small Cities Community Development Block Grant (CDBG) – Approving the prioritized list of projects for submission with the Town’s PY2022 CDBG application and authorizing the Town Administrator to file said application.
3. Resolution of the Council, re: Extending the FY2023 Budget for thirty (30) days, per Section 208 of the Town Charter and authorizing expenditures by Town departments and agencies not to exceed the rate of expenditures for the comparable month of the preceding year.
4. Communication of Cheryl G. Robinson, President of Turning Around Ministries, Inc., re: Request for support by placing an ad in the Souvenir Book or making a contribution to TAM.
5. Application of Broden Millworks dba Broden Millworks and Supply, 185 Oliphant Lane, for a Holiday Sales License for the 2023-2024 licensing year. (NEW)

Public hearing was declared open.
Town Planner Ronald Wolanski reviewed the memorandum above. Mr. Wolanski noted the last two projects in the advertising, #5 Public Services: Provide funding to Three Angles Fund to provide rental assistance to local cancer patients and #6 Public Services: Housing Hotline of Newport County to continue to provide emergency housing of homeless persons in motels when no other options are available, will not be in the Town’s application. Ron Wolanski explained those requests will be filed with the Town of Portsmouth’s application, due to limitations on the number of projects each town can submit. Mr. Wolanski noted the purpose for the public hearing is to accept any input for the projects, and all projects being filed in the application are consistent with the Town’s Comprehensive Community Plan.
Robert Plain, representing Church Community Housing, was present to answer Council inquiries.
Council President Rodrigues noted that it is a good idea that the Town coordinates with other communities to allow for funding of all the applications.
There being no other persons present or on zoom desiring to be heard, public hearing was declared closed.

On motion of Vice President Welch, duly seconded, it was voted unanimously to pass said resolution.
3. Resolution of the Council, re: Extending the FY2023 Budget for thirty (30) days, per Section 208 of the Town Charter and authorizing expenditures by Town departments and agencies not to exceed the rate of expenditures for the comparable month of the preceding year.
On motion of Vice President Welch, duly seconded, to pass said resolution.
Council President Rodrigues inquired if the Town wishes to make a large purchase, during the extension, could it be done.
Town Administrator Shawn Brown, responding to Council President Rodrigues, explained that a large purchase could not be done during the extension timeframe.
A vote was taken.
On motion of Vice President Welch, duly seconded, it was voted unanimously to pass said resolution.
4. Communication of Cheryl G. Robinson, President of Turning Around Ministries, Inc., re: Request for support by placing an ad in the Souvenir Book or making a contribution to TAM.
On motion of Vice President Welch, duly seconded, it was voted unanimously to receive said communication and place a ½ page ad in the TAM Souvenir Booklet ($70.00) to be appropriated from the Council President’s Discretionary Fund.
5. Application of Broden Millworks dba Broden Millworks and Supply, 185 Oliphant Lane, for a Holiday Sales License for the 2023-2024 licensing year. (NEW)
On motion of Vice President Welch, duly seconded, it was voted unanimously to grant said license.
On motion of Vice President Welch, duly seconded, it was voted unanimously to adjourn said meeting at 6:07 P.M.
