Commercial Design Standard Subcommittee

1. Review, discuss, and make recommendations to the Planning Board regarding possible amendments to the Middletown Rules and Regulations Regarding the Subdivision and Development of Land, Article 5, Section 521 regarding commercial development design standards.
A. The subcommittee continued the review of the commercial design standards. Proposed changes include:
1. 521.1.E.1 – Refer to zoning ordinance on design standards for dumpsters
2. 521.1.E.2 – Change to “For roof mounted equipment, either by being set back from the roof edge or with screening incorporated into the design of the building.”
3. 521.1.E.4 and 5 - There was discussion on getting feedback from the Bicycle and Pedestrian Advisory Committee on required bicycle spaces and pick up/drop off spaces for ride-share.
4. 521.2.A.2 – Add examples for architectural design feature
5. 521.2.B.1 – Include glass doors as part of the glazing calculation
6. 521.2.B.2 – Allow faux windows that simulate real windows and encourage building design with double-hung windows.
7. 521.2.C – Add in trim materials as part of the requirements. Allow cement-fiber board, standing seam metal roof, and non-flammable or fire-treated materials.
8. 521.2.D.3 – Change to flat roofs may be permitted but shall incorporate decorative details into the roof design on all sides of the building. Add in another item with language on renovating existing flat-roof buildings to incorporate decorative details into the roof design.
