1.     Mr. Weber called the meeting to order at 1:00pm.

2.     Stormwater Utility

a.     Chairman Art Weber, began the discussion stating that we would need outside public support for to convince the Town Council of the need for a stormwater utility and a wastewater district because both initiatives failed previously.

b.     Atty. Peter Regan reviewed the work that had been done in the past when a stormwater utility was discussed, including how impervious surfaces would be calculated and the method of billing that would be adopted.

c.     Mr. Botros briefly discussed what other towns either have proposed or are implementing with regards to stormwater utility.  He also discussed the Town’s stormwater expenses over the last 5 years how credits could be applied to a stormwater utility bill.

d.     Mr. Croce stated that Mr. Botros should keep an ongoing list of the benefits of a stormwater utility to be presented to the Town Council for consideration.

e.     The Board members asked what might the cost be to the average homeowner and if commercial and residential lots would be billed the same way.

f.      Board members also inquired as to how the Town currently bills for stormwater expenses.

b.     Mr. Weber expressed again the need to bring in expertise to discuss with the Town Council the benefits of a wastewater district.

c.     Mr. Botros explained that he had discussed the wastewater district that was setup in Portsmouth with the wastewater district manager, Tod Drake, and that he was more than willing to come discuss with the subcommittee how the district operates and how to set it up.

d.     Mr. Botros also explained that Mr. Drake had expressed his willingness to discuss the benefits of the wastewater district with the Town Council.
