·         Call to Order

o   The meeting was called to order at 5:10 pm by Co-Chair Ed Brady.  Six (6) out of eleven (11) voting members were present.  Superintendent Kraeger arrived at 5:20pm, bringing the number of voting members to seven (7).

o   Also present: Liana Ferreira-Fenton, member of School Committee; Don Morin, community member; and Marc Thayer, community member

·         Selection of Owner’s Project Manager (OPM)

o   Co-chairman Brady informed the Committee that the three finalists for the OPM were interviewed by five members of the Building Committee on Monday, August 22.  After the interviews the members voted 4-1 to select Colliers Project Leaders as OPM.

o   Co-chairman Brady, Town Finance Director Tanguay and Superintendent Kraeger checked references for Colliers.  Co-chairman Brady spoke with the Director of Capital Projects in Warwick, and he shared that Colliers successfully took them through RIDE Stages 1 and 2 for two high schools.  Town Finance Director Tanguay spoke with the Chief Financial Officer for the Pawtucket Public School District, and they stated that Colliers’ work was timely and accurate, and they were able to lead the city through Stage 1 and 2 without issues.  They added that Colliers was very responsive to the city’s needs.  Superintendent Kraeger spoke with the Superintendent of the Johnston School District, and they gave the thumbs up for Colliers as well. 

o   Co-Chairman Brady reminded the Committee that the Stage 2 application is due by September 2023, and Town Administrator Brown suggested that the Committee target completion in June 2023 to allow RIDE the summer to review the application ahead of the September 2023 deadline.

o   MOTION: Vincent Lechmanick moved that the Building Committee select Colliers Project Leaders as OPM for the Middletown School Building Project which co-chairman Brady seconded.  The motion passed unanimously (7-0).

o   Town Administrator Brown stated that Town Finance Director Tanguay will reach out to Colliers to ask for an agreement to be reviewed by the Town Solicitor and School District Attorney.  He will also request a summary of proposed expenses from now through November to educate the Town Council on the financial risk to the Town.

o   The first task Colliers will be asked to perform is to put together an RFQ for the architect.

·         Update on Regionalization

o   Co-chairman Brady asked Town Administrator Brown if the Committee could take a public position on the vote to regionalize with the City of Newport.  Town Administrator Brown stated that the Building Committee can share information, but that it should not take a formal position on regionalization. 

o   Town Administrator Brown and Superintendent Kraeger both agreed to check with their legal counsel to better understand what the Building Committee can and cannot communicate.

·         Adjournment

o   MOTION: Tom Welch moved that the Building Committee adjourn at 5:45pm which Vincent Lechmanick seconded.  The motion passed unanimously (7-0).

 

Future Meeting Schedule – The next meeting will be held on September 7, 2022 at 5:00 p.m. at the Oliphant Administration Building.
