o The meeting was called to order at 5:00 pm by Co-Chair Ed Brady. Ten (10) out of twelve (12) voting members were present or represented by an alternate.
o Also present: Derek Osterman, Justin Bernard, Jarred Jackson, OPM team, Colliers Project Leaders; Joe DePaola and Nicholas Cabral, observers from Colliers Project Leaders
o MOTION: Marc Thayer moved to accept the meeting minutes from October 5, 2022 and Don Morin seconded. The motion passed unanimously (10-0).
o Interviews were held with the top three prospective architect / engineer firms earlier in the day. The three firms were SMMA, SLAM, and HMFH/DBVW.
o Ed Brady, Vince Lechmanick, Bill Nash, Tami Holden, Poe George and Don Morin participated in the interviews, with the Colliers Project Leaders team also present.
o The six interviewers utilized the evaluation form provided by Colliers to rate the prospective firms and the results were as follows (out of a possible 106 points):
1. HMFH/DBVW – 99.8
2. SMMA – 90.3
3. SLAM – 82.1
o The six members of the interview team shared their thoughts as to why they thought HMFH/DBVW was the top selection, as the recommendation was unanimous. Their vision of a new proposal for the elementary school to shorten the duration of the project piqued the team’s interest, as well as HMFH’s experience with designing similar middle/high and elementary schools that Middletown is looking to build.
o MOTION: Don Morin moved that the Middletown School Building Committee recommend the selection of HMFH/DBVW to provide architectural services to the Town of Middletown and Middletown Public Schools as detailed in RFQ# MIDD-2023-007 as amended, subject to the approval of the Middletown School Committee and the Middletown Town Council, the successful negotiation of terms and conditions of an agreement, and successful negotiation of financial terms. Charlie Roberts seconded the motion. The motion passed unanimously (10-0).
o MOTION: Bill Nash moved that the Building Committee adjourn at 5:36pm and Vince Lechmanick seconded. The motion passed unanimously (10-0).
Future Meeting Schedule – The next meeting will be held on October 19, 2022 at 5:00p.m. at the Oliphant Administration Building.
