1.       Call to Order

·         The meeting was called to order at 5:00 pm by Co-Chair Charlie Roberts.  Eight (8) out of eleven (11) voting members were present or represented by an alternate. 

·         Also present: Derek Osterman and Justin Bernard, OPM, Colliers Project Leaders; Manuel Cordero and Valeria  Portillo, Civic; Matt LaRue, Connor Heinzman, and Aiden Mayer, HMFH Architects; Ed Cifune, DVBW Architects; Town Council member Peter Connerton and a few community members.

·         Present via Zoom: Tina Stanislaski, HMFH Architects and Don Morin, Building Committee Alternate Community Member.  

2.       Approval of Meeting Minutes from June 7, 2023

·         MOTION:  Charlie Roberts moved to accept the meeting minutes from June 7, 2023 and Bill Nash seconded.  The motion passed unanimously (8-0).

3.       Public Input

·         No requests to speak were made by the public.

 

4.       RIDE School Building Authority Presentation

·         This agenda item was tabled, and Derek Osterman stated it would be rescheduled and dates would be reviewed.

·         MOTION:  Bill Nash moved to change the next Building Committee meeting from 7/5/2023 to 7/12/2023 and Theresa Spangler seconded. The motion passed unanimously (8-0).

5.       Review of the Draft Stage II Submission to RIDE

Updates from the Town Council Meeting:

·         Derek Osterman provided an update on the Draft Stage II Submission to RIDE and reviewed the Town Council meeting presentation. The final formal Stage II Submission to RIDE is due 2/15/2024 with a builder being brought on by May 2024.

·         Derek Osterman reported that the Town Council presentation was well-received, and he shared the slides noting that a draft was sent to the Town Council.

·         Space program was highlighted (HMFH).

·         Educational programing, teacher forums and surveys were shared. CTE program possibilities were revisited (Civic). There was a discussion by committee members about having a representative from RIDE come to a meeting to review the CTE process. The Economic Development Committee was also mentioned to be invited to this meeting.

·         Matt LaRue shared the schematic design slides and reviewed the districtwide master plan. The three alternative building schematics, West Entry, South Entry and Gym Reuse were detailed.

·         Derek Osterman and Shawn Brown explained the financial plan from the Hilltop slides regarding the bonding options and bonding capacity.

·         Committee members asked when a definitive decision was needed to be made on the MS/HS schematic design. Fall/early winter was stated.

·         Cost estimation should be completed within a month.

6.       Update on the Communication Plan

Amendment to Colliers Contract for Selection of Sub-Consultant for Communications:

·         Derek Osterman recommended that Main St. Media serve as PR/Communications Sub-Consultant for the Middletown School Planning and Upgrades Project - MIDD 023-001. A handout was provided.

·         MOTION: Bill Nash moved to amend Colliers Contract by adding Main St. Media’s services. Theresa Spangler seconded. The motion passed unanimously (8-0).

7.       Update from the Sustainability Charrette

·         Matt LaRue provided an update from the Sustainability Charrette. There were approximately 20 non-consultant attendees. Group showed that they were open to “green” options as possibilities. There will be another workshop in the fall to set goals and then another addressing strategies to pursue the goals.

·         A report from this first workshop will follow.

8.       Adjournment

·         MOTION:  Theresa Spengler moved that the Building Committee adjourn at 6:36pm and Charlie Roberts seconded.  The motion passed unanimously (8-0).

Future Meeting Schedule – The next meeting will be held on July 12, 2023 at 5:00p.m. at the Oliphant Administration Building.
