At a Reorganizational Meeting of the Town Council of the Town of Narragansett held Monday, November 19, 1990, at 7:30 p.m, Town Hall.

The Town Clerk, Mary M. Beck, calls the meeting to order and leads those in attendance in pledging allegiance to the flag.
Members of the Council are sworn into office by the Town Clerk, and in accordance with Section 2-1-6 of the Narragansett Town Charter, the Town Clerk calls for election of the Town Council President. Nominations are opened for President of the Town Council. Nomination of Timothy P. Haxton as Council President is made by Council Member Storti, seconded by Council Member Carter. Nomination of Thomas P. Cronin as Council President is made by Council Member Cronin. There being no further nominations, the nominations are closed.
The roll call vote for Timothy P. Haxton as Council President is taken as follows:

Timothy P. Haxton is declared the President of the Narragansett Town Council and the meeting is turned over to him.

A DISCUSSION regarding a request from Larry G. Higdon, Post Adjutant, that the Town Council consider raising the exemption for Veterans from $1,000 to $3,000 on the Narragansett Memorial Post No. 4356, is held. Council Member Loontjens submits a cost breakdown on the last ten year exemptions and following consideration, it is unanimously VOTED: That said communication be received and placed on file. A DISCUSSION regarding a request from the Pier Market Merchants for funding for lighting on Main Street, Narragansett, from the Pier Market Merchants is held. Mr. Izzo informs the Council that an arrangement has been made to assist the merchants in the funding of the proposed holiday festivities and it is unanimously VOTED: That said communication be received and placed on file. It is unanimously VOTED: To REQUEST that the Town Clerk send a letter to the Rhode Island Public Expenditure Council (RIPEC) asking that they undertake a review of Narragansett's Town Government. (Loontjens - Carter)

It is unanimously VOTED: To REQUEST that the Cable TV Advisory Committee prepare recommendations for the Town Council regarding the upgrading of the televised Council meetings and the expanding of coverage to include the Planning Board, School Committee and Zoning Board meetings. A discussion is held relative to an agreement with Frisella Engineering for landscape and engineering services at Canonchet Farm and following consideration, it is VOTED: To AUTHORIZE the Town Manager to sign an agreement with Frisella Engineering for landscape, feasibility study and engineering services for the construction of a softball field, soccer field, and concession stand office at Canonchet Farm, subject to approval of the Town Solicitor.
