At a Regular Meeting of the Town Council of the Town of Narragansett held on Monday, July 19, 1993 at 7:30 p.m., Town Hall.

                                    Mark A. McSally, Town Solicitor

 

President Wright calls the meeting to order and leads those in attendance in pledging allegiance to the flag.

 

It is unanimously VOTED:  To ADOPT the following Resolution honoring Roberta E. Dragon for twenty‑four years of dedicated service to the Town of Narragansett, viz:  (Loontjens - McDonald) 

 

The Resolution is present to Mrs. Dragon and she is congratulated by those present.

 

It is unanimously VOTED:  To ADOPT the following Resolution honoring Gerald F. Judge for sixteen years of dedicated service to the Town of Narragansett, viz:  (Loontjens - McDonald)

 

The Resolution is presented to Mr. Judge and he is congratulated by those present. 

 

Open Forum is now held and the following address the Council:  Lawrence Goldberg, Raymond West, Lois Ohberg, Stanley Wojciechowski, Janet Gagnon-Rowell and Armand Roy.

 

A PUBLIC HEARING is held on the Petition from Mark S. Deresienski and Carol Deresienski, by their attorney, Brian Van Couyghen, to abandon a portion of Caswell Street containing 2,902.44 square feet.  Brian Van Couyghen address the Council.  Mr Van Couyghen submits a sketch of the proposed parking areas for handicap accessibility and it is unanimously VOTED:  That this be made part of the record and labeled Exhibit A, viz:  (Loontjens - Storti)

 

It is noted that the Deresienski's will grant all easements requested by the Town of Narragansett and will enhance the area with landscaping.  Dr. Deresienski addresses the Council regarding the difficulty with parking during tourist season and the loss of patients because of the lack of handicap accessibility.  The following proponents are heard:  Odette Arvanitis who presents a petition signed by seventeen (17) individuals.  It is unanimously VOTED: That this petition be made part of the record and marked Exhibit B, viz:  (Loontjens - McDonald)

 

Other proponents who speak are:  Bill Hamill, Jason Hamill, Mildred Bennett, Eva Arrell, Thomas Cronin, Joseph A. LaBelle, Frank DeLuca, Amelia Crook and Michael Rauh.

Objectors are called and Lawrence Goldberg questions the merging of the requested abandonment with contiguous lots, and if conditions could be made part of the ordinance.

Three additional letters from abutters are submitted and it is unanimously VOTED:  That they be made part of the record and marked as Exhibits C, D, & E, viz:  (Loontjens - McDonald)

 

The following are also heard:  Stanley Wojciechowski, Janet Gagnon-Rowell, and Otis Wyatt.

Further discussion and consideration is given to this petition and it is unanimously VOTED:  That the Public Hearing be CONTINUED to the next Town Council meeting on August 2, 1993 for the express purpose of receiving a recommendation from the Planning Board and further that the Town Solicitor be requested to notify the Council of whether or not lots 334-1 and 334-2 are substandard lots.  (Loontjens - McDonald)

A Continued Public Hearing is now conducted to consider an Amendment to Chapter 245/587 entitled "An Ordinance Related to Zoning" relative to the proposal that the Town Council exempt town infrastructure projects such as the North End Sewer Project from the provisions of the Zoning Ordinance.  It is unanimously VOTED:  That the Planning Board recommendation be made part of the record.  (Loontjens - McDonald)

 

It is unanimously VOTED:  That the Public Hearing be CLOSED.  (Loontjens - Haxton)

A discussion is held on the proposed Ordinance as amended by the Solicitor limiting the scope to Public Works facilities.  Following consideration it is VOTED:  To INTRODUCE, READ, PASS AND ACCEPT as a First Reading, "An Ordinance Related to Zoning" relative to the proposal that the Town Council exempt town infrastructure projects such as the North End Sewer Project from the provisions of the Zoning Ordinance," and same is continued to the next regular meeting for a Second Reading and passage.  (Loontjens - McDonald)

Vote is recorded as follows:  Aye - Council President Wright; Council Members Loontjens and McDonald.  No - Council Members Haxton and Storti.

 

It is unanimously VOTED:  To APPROVE the Tax Assessor's list of abatements and/or remittances in the amount of $366.89; and additions in the amount of $138.11.  (Loontjens - Haxton)

 

It is unanimously VOTED:  To APPROVE the list of residents age 65 or older who qualify for exemptions as reported by the Tax Assessor in accordance with Section 18-49 (b) of the Narragansett Code of Ordinances, as amended, said exemption in the amount of $42,540.94.  (Loontjens - Haxton)

 

It is unanimously VOTED:  To GRANT a Class F‑1 Alcoholic Beverage License to the Narragansett Democratic Town Committee, by Jerry Sahagian, Chairman,  for  a fund raising event at Canonchet Club House, August 7, 1993, subject to all local and state regulations.  (Loontjens - Haxton) 

 

It is unanimously VOTED:  To GRANT a Private Detective License to James J. Martin ‑ Investigative Services, subject to approval by the Chief of Police, and subject to all local and state regulations.  (Loontjens - Haxton) 

 

A request from Frank Housman for review of the Parking Ordinance in regard to the southerly side of Edith Road is now considered.  It is unanimously VOTED:  That this request be denied based on the recommendation of the Police Chief and the Director of Public Works.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To REQUEST that the Town Manager investigate the condition of the sidewalk on the westerly side of Ocean Road from The Towers to South Pier Road, and advise the Council concerning any necessary work.  (Loontjens - Storti)

 

It is unanimously VOTED:  To REAPPOINT Leo J. Gannon to serve on the Zoning and Platting Board of Review for a five year term, ending July 1, 1998.  (Loontjens - Haxton)

 

It is unanimously VOTED:  To REAPPOINT Horace J. Amaral, Jr. and Franklin J. Walason to serve as Alternate Members on the Zoning and Platting Board of Review for one years term ending July 1, 1994.  (Loontjens - McDonald) 

 

It is unanimously VOTED:  To REAPPOINT Daniel E. Clement and Linda O'Neill to serve on the Historic District Committee for three year terms, said terms ending July 1, 1996.  (Loontjens - McDonald) 

 

It is unanimously VOTED:  To APPOINT Thomas Ashley to serve as a member of the Housing Authority to fill the unexpired term of George R. Allaire, said term to expire April 30, 1996.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To RECEIVE AND FILE the Town Manager's Report for the period July 6, 1993 through July 15, 1993.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To APPROVE the assumption of the Duties of the Public Works Director, in addition to the Office of Town Manager, by  Town  Manager  Scott  A. Hancock, pursuant to Article 3, Chapter 1, Section 3‑1‑2  "Powers and Duties of Town Manager", Paragraph g.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To APPROVE the Town Manager's assignment of duties to day-to-day Public Works coordination to Gary Tedeschi, Assistant Building Inspector, pursuant to Article 3, Chapter 1, Section 3-1-5 "Assignment of Duties" of the Charter of the Town of Narragansett.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To DENY the request of the Providence Journal‑Bulletin to install a Providence Journal Vending Machine at the Narragansett Town Beach.  (Loontjens - Haxton)

 

A discussion  is held on a proposed Ordinance entitled "An Ordinance in Amendment of Article 2 of Chapter 3 of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled, 'DOGS'."  

It is suggested that this Ordinance be amended to include only public lands and not private property.  After much consideration, it is VOTED:  To AMEND the proposed Ordinance by removing the words "or upon the property of a person other than the owner of such animal."  (McDonald - Loontjens)

Vote is recorded as follows:  Aye - Council President Wright; Council Members Haxton and McDonald.  No - Council Members Loontjens and Storti.

It is then VOTED:  To INTRODUCE, READ, PASS AND ACCEPT as a First Reading, as amended, a proposed ordinance entitled "An Ordinance in Amendment of Article 2 of Chapter 3 of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled, 'DOGS'," and same is continued to the next regular meeting for a Second Reading and passage.  (Loontjens - McDonald)

Consideration is given to a Resolution regarding parking on DeFelice Road.  Following discussion, it is unanimously VOTED:  To SCHEDULE adoption of a Resolution regarding parking on DeFelice Road at the August 2, 1993 Town Council Meeting.  (Loontjens - McDonald)

 

It is unanimously VOTED:  To RETIRE to Executive Session of the Town Council of the Town of Narragansett to discuss collective bargaining in accordance with the provisions of R. I. General Laws 42‑46‑5 (2).  (Loontjens - McDonald)

The Town Council retires at 10:30 a.m.
