At a Regular Meeting of the Town Council of the Town of Narragansett held on Monday, May 5, 2003 at 7:30 p.m., Town Hall.

President Handrigan calls the meeting to order and leads those in attendance in pledging allegiance to the flag.
It is unanimously VOTED: To AMEND the minutes of February 3, 2003 by adding the following to the Open Forum on Page 250, viz: "Joan Garceau - zoning & planning board concerns." (Hickey - Martelli)
THE KNIGHTS OF THE ROCKINGHAM ARCH awards are now presented. The KORA award was established in June of 1977, because the Town of Narragansett has been and is blessed with many citizen volunteers who have greatly contributed to the welfare of the Town. These volunteers have made possible a high quality of life for all of our citizens and the Town Council felt that the untiring efforts of these volunteers deserve recognition by the community that they serve. A committee was established which consists of a Council Person, T. Brian Handrigan; a School Committee Member, Susan Cicilline-Buonanno; the Chairman of the Republic Town Committee, James Cavanaugh; the Chairman of the Democratic Town Committee, Gene Wills; the Director of Parks & Recreation, Andy Nota; and myself as Town Clerk.
This year's recipients include people who have volunteered their time and services to the School Department, the Parks & Recreation Department, and the Youth of our Town. Their names will be added to a plaque at the back of Council Chambers.
RAYMOND A. DEGIDIO. He is a resident of the Town who has made an impact on our local community in many different ways. Examples of his volunteerism include his leadership on many local boards and organizations. His impact is felt on our local fields as a youth coach, and through his own company as a local building contractor. His contributions include: Board of Directors of the Narragansett Little League, also serving as a baseball coach for over 12 years and as safety director. He volunteered on the building committee for planning and construction of the new baseball clubhouse located at Sprague Park, as well as donated services from his own company, Jalex Builders, during the demolition and construction phases of the project. He presently serves as the President of the Narragansett High School Athletic Boosters Club, a Board Member of the Narragansett Pier School Athletic Boosters Club, is on the Search Committee for the hiring of a new School Superintendent, a long time Bradford Trowt Basketball Coach, a Teaching volunteer in the Technical Education Class at the High School, and a supporter of the Ground Hog Day Shadow Program at the Pier School, as well as being an outspoken supporter, and one of the active volunteers and financial supporters, of many other local recreational programs and projects.
CARRIE DIPRETE. She is the Vice-President of the Narragansett PTO, she was instrumental in setting up and working with the Enrichment Program, has worked with the School Improvement Team, which is used to raise the performance and student achievements at the School. She is involved in Special Events fundraising at South County Hospital and she is a volunteer teacher for St. Mary's Star of the Sea CCD Program.
DEBORAH HARIG. She is a member of the Narragansett Pier School Improvement Team, the Narragansett Elementary and High School PTO and Boosters Club. She is Vice President of the Katie DeCubellis Memorial Foundation, a member of the Narragansett Youth Task Force, formerly a Co-President of the Narragansett Pier School PTO, on the Enrichment and Professional Development Committees and presently on the Search Committee for a new School Superintendent.
STEPHEN LYNCH. He is a local resident who has shown his leadership and community support by providing much needed assistance through his support from his company. His most recent and visible projects are known to many who live in the North End of Town, or who take part in activities conducted in Domenic Christofaro Park. Projects that he has been involved in include the new full-size basketball court and skateboard park where he has provided all the site, and paving work, associated with their installation. The extent and scope of volunteer support on these two particular recreation projects was the driving force behind their expected completion by the Spring. This support allowed the Town to upgrade the equipment to be located in each of these two areas. During the summer season, these two areas are expected to handle thousands of local residents in informal use, as well as formal, organized leagues, lessons and tournaments. He has also assisted the Town in other projects including the new baseball clubhouse and tennis/football clubhouse located at Sprague Park and other project support at The Towers.
LORRAINE PICKELL. She is a Narragansett PTO Co-President, she is on the Committee for a School Fundraiser and Auction held at the Dunes Club, an organizer of the 9-11 Vigil at the Town Beach, she is on The Towers Fundraising Committee, an incorporator of the Katie DeCubellis Foundation, and is currently working on a "Station Fire" Fundraiser and Silent Auction. She's taught CCD at St. Thomas More Church and according to Kirk, "Puts up with her husband and keeps on smiling!"
STEPHEN DURKIN. This person was a life-long resident of the Town of Narragansett. He attended Monsignor Clarke Elementary School and graduated from Narragansett High School. He played in Narragansett's Little League and Youth Football. He was an avid sports fan, loving every kind of sport that there was, including fishing. As a business person, he supported a Little League Team, made many donations to the Narragansett Lions Club, including the Blessing of the Fleet Seafood Festival, and was a supporter of Chamber of Commerce Events. He was an annual sponsor of the Bradford Trowt Basketball Team and donated to the Annual "Run on the Ocean". He held Anna Lackie, daughter of Narragansett Police Officer Timothy Lackie, very close to his heart and often helped on fundraisers on her behalf, and even in his passing, raised an additional $5,000. Everyone that knew him has said that "Stevie was just a really great guy". I know that he will be missed by his family and everyone who knew him. He passed away very tragically in a traffic accident on April 6th of this year.

Open Forum is now held and the following individuals address the Council, viz: Anne Hoxsie - would like to see the zoning & planning board meetings on the Town's website; Albert Alba - beach parking fees.
It is unanimously VOTED: To GRANT permission to Carol O'Donnell, CRM Modular Homes Inc., to transport a modular home over the streets of Narragansett to 18 Mohawk Trail, during mid‑May 2003, subject to local and state regulations. (Hickey - Crook)
It is unanimously VOTED: To APPROVE a Class F Alcoholic Beverage License for the Sexual Assault & Trauma Resource Center of RI for a fundraiser to be held at the North Beach Clubhouse on August 3, 2003 subject to local and state regulations. (Hickey - Crook)
It is unanimously VOTED: To APPROVE a Victualing License for Fair Winds Restaurant, John J. Champlin Jr., owner, 126 Boon Street, subject to local and state regulations. (Hickey - Crook)
Because of ongoing discussions between the Department of U S Fish & Wildlife and the Town of Narragansett, it is unanimously VOTED: To CONTINUE to June 2, 2003 the agenda item regarding notifying the Rhode Island Department of Transportation (DOT) that the Narragansett Town Council is not in favor of the proposed bike path route through the residential areas of Schoolhouse Road and that alternatives routes be explored. Council President also informs the Council that because of these ongoing discussions, the State is willing to reconsider their decision regarding eliminating Phase 4 of the South County Bike Path.

Consideration is given to a request from the Narragansett Chamber of Commerce to expand the Tourist Information Center to a twelve month operation and to relocate the administrative office to The Towers. David Ousterhout, Chair of The Towers Committee, addresses the Council and explains that the Chamber of Commerce is consistent with the Committee's plan for The Towers. Sylvan Vaicaitis, Chair of the Chamber of Commerce, reports that the Chamber would like to see the Tourist Information Center open on a year round basis. Following discussion, it is unanimously VOTED: To REFER to The Towers Committee, for a recommendation only, the request from the Narragansett Chamber of Commerce to expand the Tourist Information Center to a twelve month operation and to relocate the administrative office to The Towers. Discussion is now held regarding a request that the Town Solicitor draft an ordinance regulating Personal Watercraft on Narrow River and Pettaquamscutt Cove. President Pro Tem Hickey submits the following four (4) point plan which could be incorporated in the Ordinance, viz:
1) There will be no jet-skis allowed in Pettaquamscutt Cove other than those already owned and operated by residents who own property directly on the shores of the cove. This does not include others who access the Cove through their property. These residents must be registered at the Town Hall with proof of ownership of said property and will be issued an ID document (Town Clerk).
2) All jet-skis using the Narrow River channel will be required to maintain steerage speed. That is, they may not go any faster than necessary to retain control of the watercraft.
3) No person under the age of 16 will be allowed to operate a jet-ski on Narrow River except if accompanied by an adult (18 years or older) member of their family.
4) All jet-skis owned and operated by Narragansett residents must be registered at the Town Hall. A certificate of compliance will be issued which must be kept with the jet-ski and presented to any local law authority requesting it. The details, such as registration number, make, model, etc., to be decided.
It is unanimously VOTED: To ADD that proof of fifty (50) hours of training be provided. (Martelli - Silveira) A motion is made by Council Member Martelli, seconded by Council Member Crook to BAN Personal Watercraft on Narrow River and Pettaquamscutt Cove. Following discussion, motion is withdrawn. It is also suggested that the Town coordinate this effort with the Towns of South Kingstown and North Kingstown. Following further discussion, it is unanimously VOTED: To REQUEST that the Town Solicitor draft an ordinance regulating Personal Watercraft on Narrow River and Pettaquamscutt Cove, that the Towns of South Kingstown and North Kingstown be consulted and that the proposed ordinance be forwarded to the RI Department of Environmental Management for review. Consideration is now given to the awarding of the bid for the preparation of the Town's Comprehensive Annual Financial Report (CAFR). There is a question about possible conflict of interest on the part of the low bidder because of their association with the former Interim Superintendent of Schools. The Town Solicitor suggests that this be continued so that he may prepare a report on this matter. Question is also raised about the cost for the GFOA award that the Town applies for. It is unanimously VOTED: To CONTINUE to May 12, 2003 the awarding of the bid for the preparation of the Town of Narragansett's Comprehensive Annual Financial Report (CAFR) to Bacon & Edge PC, for the Fiscal Years Ended June 30, 2003, 2004 & 2005, in the amount of $94,500. It is requested that a report be provided to the Town Council from the Land Conservancy Trust regarding expenses at Sunset Farm. Ed McPhillips, member of the Trust, reports that he will provide this report.

The Council is informed that a software/maintenance agreement for the Police Department allows the mobile units to communicate with the Police Station and provides coverage for the Software on State/NCIC interface, which allows the police vehicles access to the State for record checks. It is unanimously VOTED: To APPROVE the renewal of the contract for Support/Maintenance Agreement to Aether Systems Inc., in the amount of $7,403 for the period March 1, 2003 through February 28, 2004.
