CONSENT AGENDA:

 

All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.

1.      A MOTION TO APPROVE the one (1)-year contract extension for Backflow Prevention Device Testing – Municipal Buildings with Encore Fire Protection at their quoted bid price of $63.00 per device, per test, under the same terms and conditions as the original contract.  

 

2.      A MOTION TO APPROVE the purchase of Group Term Life Insurance for Town employees with the Rhode Island Interlocal Risk Management Trust (The Trust) at the rate of $0.457 per $1,000 of coverage (basic life) and $0.035 per $1,000 of coverage (AD&D), for the Fiscal Year 2019/2020.

 

3.      A MOTION TO APPROVE the waiver of interest for taxpayers in accordance with Ordinance 2010-936.

 

4.      A MOTION TO APPROVE the list of Real Estate abatements in the amount of $14,736.53 and the list of Motor Vehicle abatements in the amount of $529.16.

 

5.      A MOTION TO APPROVE the renewal of the annual VOIP phone system hardware support and maintenance agreement with Carousel Industries, Inc., in the amount of $7,432.02 for Fiscal Year 2019/2020.

 

6.      A MOTION TO AWARD the bid for the Purchase of Bingo Equipment for the Community Center to the lowest bidder, Allied Bingo Supplies, in the amount of $2,883.44.

 

7.      A MOTION TO APPROVE, RATIFY, AND CONFIRM the emergency repairs to the Highway Division Forestry Truck #24, completed by Pascale Service Corporation Inc. in the amount of $6,995.22.

 

8.      A MOTION TO APPROVE, RATIFY, AND CONFIRM the emergency replacement of the main fire alarm panel in the Pier Market Place building, completed by Encore Fire Protection Inc. in the amount of $6,659.04.

 

9.      A MOTION TO APPROVE the “Pavement Preservation” services of Crack Sealing and Micro Pave to Sealcoating Inc., d/b/a Indus at their quoted unit/hourly rates.

 

10.  A MOTION TO APPROVE a petition from National Grid and Verizon New England to relocate one pole including any associated wires and fixtures twenty-six feet north of its current location at 26 Oak Hill Road.

 

11.  A MOTION TO APPROVE a Class F Alcoholic Beverage License for the Narragansett Chamber of Commerce for its annual RI Calamari Festival fundraising event to be held on September 7, 2019 at Veterans Park, subject to state and local regulations.

 

12.     A MOTION TO APPROVE a Holiday License for Walgreens Eastern Co., Inc. dba Walgreens #19394 at 1193 Boston Neck Road, Narragansett, RI, subject to local and state regulations.

12A.A MOTION TO APPROVE one-day Peddler Licenses (3) for Ryan Orabone dba Till I Die, subject to state and local regulations.

13.  A MOTION TO ACCEPT a report on legislation enacted during the January 2019 session of the General Assembly.

POLICE DEPARTMENT

14.  A MOTION TO APPROVE the purchase of ammunition for the Police Department from AAA Police Supply, in the amount of $12,956.00.

15.  A MOTION TO APPROVE the purchase of three (3) new 2019 Chevrolet Tahoe 4WD vehicles for the Police Department from Colonial Municipal Group, in the amount of $111,214.35.

PARKS AND RECREATION DEPARTMENT

16.  A MOTION TO APPROVE the purchase and installation of new wood guard rail and posts in the South Lot of the Town Beach from Cosco Inc., in the amount of $28,775.00, utilizing the State of RI Master Price Agreement.

PUBLIC WORKS DEPARTMENT

17.  A MOTION TO APPROVE the purchase of one (1) new 2020 Chevrolet Traverse AWD from Colonial Municipal Group, utilizing the Greater Boston Police Council contract, in the amount of $32,273.00.

18.  A MOTION TO APPROVE the purchase of one (1) new 2019 International Model 7300 4x2 Heavy Duty Dump Truck with 11’ Snow Plow and Sander with Anti-Icing System from Coastal International Trucks, LLC, utilizing the Greater Boston Police Council contract, in the amount of $205,469.00.

COMMUNITY DEVELOPMENT DEPARTMENT

19.  A MOTION TO READ, PASS AND ADOPT as a Second Reading “An ordinance in amendment of Chapter 731 of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled “Zoning”, at Section 3.2 Official Zoning Map, rezoning two (2) properties to comply with designations assigned in the 2017 Narragansett Comprehensive Plan / Land Use Map.”

ENGINEERING DEPARTMENT

20.  A MOTION TO APPROVE the appointment of Dana DiScuillo to Acting Superintendent of the Wastewater Division.

21.  A MOTION TO APPROVE the filling of one (1) vacancy, Wastewater Superintendent, within the Wastewater Division due to a retirement.

22.  A MOTION TO APPROVE the recommendations of the Sewer Policy Committee relative to the following property: Plat N-H, Lots 326 & 327 (2 Betty Drive).

TOWN CLERK

23.  A MOTION TO RECEIVE the notice of application for a zone change for a South Kingstown property and instruct staff accordingly.

24.  A MOTION TO APPOINT/REAPPOINT three individuals to the Zoning and Platting Board of Review.

25.  A MOTION TO DETERMINE a List and/or Asking Price for the Real Property known as the Belmont/IGA Building & Premises, located at 25-27 Pier Marketplace in the Town of Narragansett.

 

26.  A MOTION TO HIRE and/or Retain the Law Office of Vincent F Ragosta Jr., Esq.

 

27.  A MOTION TO AMEND the Rules and Procedures for the Narragansett Town Council Meetings to add required audio recording of all Executive Session meetings.

 

28.  A MOTION TO ADOPT a resolution of recognition and appreciation for the Murray Family Charitable Foundation.
