APPROVED MINUS ITEM #6 (10 ITEMS) (Cicilline Buonanno/ Dzwierzynski 5-0)

1.      A MOTION TO APPROVE a Class F-1 Alcoholic Beverage License for the Narragansett Chamber of Commerce for the 6th Annual Calamari Festival to be held on September 10, 2022 at Veterans Memorial Park and Gazebo Park, subject to state and local regulations.

 

2.      A MOTION TO APPROVE a petition from National Grid and Verizon New England to relocate existing Pole 1 at 26 Arrowhead Road to seventy feet (70’) from Pole 6 per customer request.

 

3.      A MOTION TO APPROVE the real estate abatements in the amount of $4,040.58.

 

4.      A MOTION TO APPROVE the waiver of interest for taxpayers in accordance with Ordinance 2010-936.

 

5.      A MOTION TO APPROVE the purchase of three (3) lateral files with hutches for Sergeants Offices at the Police Department from National Business Furniture in the amount of $2,620.08.

 

7.      A MOTION TO APPROVE, RATIFY AND CONFIRM the replacement of the right side door on the Department of Public Works’ 2013 Elgin sweeper, completed by C.N. Wood Enviro, LLC, in the amount of $6,495.77.

 

8.      A MOTION TO APPROVE the annual service fees for the Elite Field Support and CAD Interface for EMS Patient Care Reporting Software from ImageTrend, Inc. in the amount of $4,274.74.

 

9.      A MOTION TO APPROVE the annual contract for technical support for the Fire Department’s computer software system with TriTech Software Systems, in the amount of $6,027.56.

 

10.  A MOTION TO APPROVE, RATIFY AND CONFIRM the replacement of steering king pins and front brakes to the Fire Department’s Engine 3, completed by Bulldog’s Performance Plus, LLC, in the amount of $5,962.38. 

 

11.  A MOTION TO APPROVE the GIS Online Hosting Subscription from Applied Geographics, Inc. in the amount of $3,500.00 for Fiscal Year 2022/23

13.  A MOTION TO APPROVE the purchase of one (1) new Kubota Utility Tractor from Kahn Tractor & Equipment, Inc. in the amount of $61,658.71.  APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

PUBLIC WORKS DEPARTMENT

14.  A MOTION TO APPROVE the purchase of one (1) new 2023 International Model CV515 4x4 Truck with 10’ Snow Plow and Hook Lift for Public Works from Allegiance Trucks, in the amount of $133,870.90 utilizing the Greater Boston Police Council contract. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

ENGINEERING DEPARTMENT

15.  A MOTION TO REFER the request from Kenyon Law Associates in regard to Plat M Lot 109 (Ocean Road undeveloped) and Plat M Lot 115 (Central Avenue undeveloped) for waiver of the Sewer Policy to the Sewer Policy Committee for review.  REFERRED (Cicilline Buonanno/Dzwierzynski 5-0)

INFORMATION TECHNOLOGY DEPARTMENT

16.  A MOTION TO APPROVE the renewal of the SaaS Application Services with Tyler Technologies, Inc. in the amount of $85,647.59 for Fiscal Year 2023. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

BUILDING AND ZONING DEPARTMENT

17.  A MOTION TO READ, PASS AND ADOPT as a second reading an ordinance in amendment of Chapter 14 of the Code of Ordinances of the Town of Narragansett entitled “Businesses”, specifically Sec. 518 “Registration” and Sec. 521 “Fee”. READ, PASSED AND ADOPTED (Cicilline Buonanno/Dzwierzynski 5-0)

 

18.  A MOTION TO APPROVE the purchase of one (1) new 2023 Chevrolet Equinox AWD from Colonial Municipal Group, in the amount of $26,421.51 utilizing the Greater Boston Police Council contract.  APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

29.  A MOTION TO READ, PASS AND ADOPT as a second reading an amendment to Section 46-9 of the Ordinances of the Narragansett Town Ordinances to prohibit cannabis smoking and cannabis use on all Town of Narragansett owned property and at other designated places. 30.  A MOTION TO INTRODUCE, READ, PASS AND ACCEPT as a first reading an ordinance in amendment of Chapter 14 of the Code of Ordinances of the Town of Narragansett entitled “Peddlers, Solicitor, Itinerant Vendors and Mobile Food Establishments (MFE)”, specifically DIVISION 4. – MOBILE FOOD ESTABLISHMENTS (MFE) Sec. 14-404 “Number of Permits Granted”.   AMEND MOTION TO ALLOW UP TO 16 MFEs. 33.  A MOTION TO ADOPT a Resolution for the ballot referendum question “Shall the Town of Narragansett be granted approval to sell miscellaneous surplus tangible property, including but not limited to the attached list, but excluding all Town owned buildings, Town owned real property, and Town owned real estate?” be placed on the ballot for the November 8, 2022 general election and AUTHORIZE the Board of Canvassers to submit the question to the Secretary of State.  ADOPTED AND AUTHORIZED (Cicilline Buonanno/Dzwierzynski 5-0)

 

34.  A MOTION TO ADOPT a RESOLUTION for the ballot question, “Shall new cannabis related licenses for businesses involved in the cultivation, manufacture, laboratory testing and for the retail sale of adult recreational use cannabis be issued in the Town of Narragansett?” be placed on the ballot for the November 8, 2022 election and AUTHORIZE the Board of Canvassers to submit the question to the Secretary of State.  ADOPTED AND AUTHORIZED (Cicilline Buonanno/Dzwierzynski 5-0)

 

35.  A MOTION TO RECEIVE and MAKE A DETERMINATION on the validity of a Voter Initiative to amend the Town Charter to establish procedures whereby all candidates for Town Council and School Committee would be elected on a partisan basis.  RECEIVED AND DETERMINED VALID (Cicilline Buonanno/Dzwierzynski 5-0)
