1.      A MOTION TO APPROVE the purchase of Wrist Bands for the 2022 beach season from the lowest quoted vendor, Wristband Resources, in the amount of $3,999.40.

 

2.      A MOTION TO APPROVE, RATIFY, AND CONFIRM  the emergency replacement of a fire hydrant at the Parks Maintenance Garage from George Sherman Sand and Gravel Co., in the amount of $6,750.00.

PARKS AND RECREATION DEPARTMENT

 

4.      A MOTION TO APPROVE  the request from the Animal Rescue League of Southern RI to conduct their annual “Bark on the Beach” fundraiser at the Town Beach on September 24, 2022 from 9:00 am to 12:00 pm subject to approval of state and local regulations.  APPROVED (Cicilline Buonnano/Dzwierzynski 5-0)

 

5.      A MOTION TO APPROVE the request from URI Kappa Sigma Fraternity to conduct the 2nd Annual Polar Plunge for Military Heroes Campaign at the Town Beach on Sunday, February 27, 2022 from 12:00 pm to 4:00 pm subject to state and local regulations. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

 

ENGINEERING DEPARTMENT

 

6.      A MOTION TO APPROVE  the recommendations of the Sewer Policy Committee relative to Plat F Lot 4-4 for waiver of the Sewer Policy.  APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

 

7.      A MOTION TO PROVIDE a decision on the waiver request submitted to the Sewer Policy Committee relative to Clark LLC, Plat V, Lot 27 (Clarke Road).  FAILED (Cicilline Buonanno/Dzwierzynski 2-3; Dzwierzynski, Kopech, and Pugh opposed)

 

8.      A MOTION TO AWARD the bid for Miscellaneous Repair and Construction – Water, Wastewater and Public Works to two (2) bidders: George Sherman Sand & Gravel Co., Inc. and Boyle & Fogarty Construction Co., Inc. at their quoted unit prices and percentage mark-ups for outside contracted services and materials (excluding Bid Items 2F and 2G) for a one-year period AND approves a revised dollar threshold of $6,000.00 for this contract that requires further Town Council approval.  AWARDED AND APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)

 

TOWN COUNCIL

 

9.      A MOTION to DISCUSS the proposals from Fontaine Land Surveying, LLC to survey the following Town (R.O.W’s) Ocean Access Points and associated Roads as needed:  1) Pilgrim Avenue, 2) Conant Street, 3) Hazard Avenue, 4) Newton Avenue, 5) Bass Rock Road,  APPROVE one of the proposals and AUTHORIZE the Town Manager to sign the agreement.  DISCUSSED;  AMEND MOTION TO APPROVE TO HAVE THE RIGHT OF WAYS AND POINTS OF ACCESS SURVEYED TO GET A FULL SURVEY OF EACH AND AUTHORIZE THE TOWN MANAGER TO SIGN THE AGREEMENT (Cicilline Buonanno/Dzwierzynski 4-1; Cicilline Buonanno opposed) 

 

10.  A MOTION TO DISCUSS repealing and/or amending the voter initiative question to amend Sec. 1-3-1 -  Powers to Sell of the Narragansett Home Rule Charter (Question 4) which was approved by the voters in the 2020 general election.  DISCUSSED
