A MOTION to RETIRE to Executive Session of the Town Council in accordance with RI General Laws §42-46-4 and §42-46-5(a) for the following purpose:

 

Acquisition, Lease or Disposition of Real Property - discussion or consideration related to the acquisition or lease of real property for public purposes, in accordance with RIGL 42-46-5(a)(5).

Motion by Councilor Dzwierzynski, seconded by Council President Pugh to direct the Town Manager to submit the response to DEM.  So unanimously voted with 3 in favor; Councilors Cicilline Buonanno and Murray absent.

PUBLIC HEARING/DECISION – 8:00 PM:

 

·         A MOTION TO SCHEDULE a Public Hearing on the application of The Bike Stop Café, Inc, dba The Bike Stop Café for the possible expansion of their Class B-Victualler Limited Alcoholic Beverage License to a Class B-Victualler Alcoholic Beverage License  at Assessor’s Plat D, Lot 184-A, 148 Boon Street, Narragansett, RI.

CONSENT AGENDA:

 

All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.

1.      A MOTION TO APPROVE the change order for additional repairs to the Public Works Swap Loader Dumpster, completed by Champlin Welding, Inc., in the amount of $874.42.

 

2.      A MOTION TO APPROVE the annual software support contract agreement for the RecPro Recreation Management System from RC Systems, Inc., in the amount of $4,050.00.

 

3.      A MOTION TO APPROVE the annual membership fee of $440.00 to participate in the Sister City International Program.

INFORMATION TECHNOLOGY DEPARTMENT

4.      A MOTION TO APPROVE the renewal of the Mimecast Email Filtering Service with Zones, LLC in the amount of $16,456.16.

ENGINEERING DEPARTMENT

5.      A MOTION TO AWARD the bid for Water Testing & Miscellaneous Water Quality Consulting Services to the lowest bidder, Rhode Island Analytical Laboratories, Inc., at their quoted contract prices for a one-year period, ending January 18, 2023.

 

6.      A MOTION TO AWARD the contract for Library Conversion Owner’s Representative Services to Keough Construction Management in the amount of $103,580.00. 

FIRE DEPARTMENT

7.      A MOTION TO ADOPT a Resolution approving the final draft of the Town’s revised Emergency Operations Plan previously presented at the December 20, 2021 Town Council meeting.

 

8.      A MOTION TO APPROVE the bulk purchasing needed for the additional staffing of eight (8) firefighters through the approved SAFER grant from various vendors, in the total amount of $82,275.20.

PARKS AND RECREATION DEPARTMENT

9.      A MOTION TO APPROVE the six three year seasonal contracts to vend from a food truck at the Town Beach on Monday and Wednesday nights only in the north lot from the third Monday of June through Labor Day from 6:00 pm to 10:00 pm subject to state and local regulations.

 

10.  A MOTION TO APPROVE the Title Sponsorship Contract with Mott & Chace Sotheby’s International Realty for the 2022 Summer Concert Series on the Beach.

 

11.  A MOTION TO APPROVE a contract with Natural Fitness, 76 Narragansett Avenue, Narragansett, for a 3-year yoga concession at the Town Beach, and AUTHORIZE the Town Manager to sign the contract.

COMMUNITY DEVELOPMENT DEPARTMENT

12.  A MOTION TO AUTHORIZE the renewal of the line of credit with the RI Infrastructure Bank for the Community Septic System Loan Program in order to extend the program into the future.

 

13.  A MOTION TO AUTHORIZE the Town Manager to sign an Adopt-A-Spot agreement with the following individuals for the indicated location:  Pilgrim Avenue – Rhode Island Chapter of the Surfrider Foundation (Stan Brajer).

TOWN COUNCIL

14.  A MOTION TO DESIGNATE an additional seat to student M.U.S.I.C  (Multicultural Unity Student Involvement Council) representative from the Multicultural Student Service Center of the University of Rhode Island to be appointed to the Narragansett Inclusion, Diversity, Equity and Awareness (IDEA) Committee.

 

15.  A MOTION TO DIRECT the Town Manager to work with town staff to write an RFP for a technical study of central Narragansett to provide a conceptual alignment for the completion of William C. O’Neill Bike Path (South County Bike Path) from the Community Center to the Narragansett Town Beach and other safety improvements for all roadway users and to AUTHORIZE the town to advertise the RFP without any additional Town Council approval.

16.  A MOTION TO APPROVE the contract for revising precinct boundaries and adjusting street indexes with Election Data Services, in an amount not to exceed $18,000.00.
