Attendance at this meeting will follow Rhode Island Department of Health (RIDOH) and Center for Disease Control and Prevention (CDC) guidelines. Masks are only required if you are not vaccinated. RIDOH and CDC guidelines will be followed if they change after the posting of this meeting notice. The Town has masks available for attendees.

All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.
1. A MOTION TO GRANT permission to Stephen J. Bodnar and Coastal Modular Homes of Rhode Island to transport a modular home through Narragansett to 12 Eddy Lane, Plat R-1, Lot 42, on or around May 2, 2022, subject to local and state regulations.
2. A MOTION TO APPROVE the purchase of three (3) Intensive Use High Back Faux Leather Chairs for Dispatch and three (3) Hudson Elm Laminate Compact L-Desks for Sergeants Offices at the Police Department from National Business Furniture in the amount of $8,524.23.
3. A MOTION TO APPROVE, RATIFY AND CONFIRM the emergency purchase of parts for the salt dispersion systems of Department of Public Works trucks 10 & 14 from Equipment Specialists in the amount of $2,736.04
4. A MOTION TO APPROVE, RATIFY AND CONFIRM Change Order #1 for continued Professional Services from Fuss & O’Neill, Inc. for ongoing illicit discharge investigation, in the amount of $5,000.00.
5. A MOTION TO APPROVE the renewal subscription to Fire Rescue1 Academy Online Training Program, offered by Lexipol, in the amount of $2,969.20.
6. A MOTION TO APPROVE the purchase of one (1) new full color printer, copier, scanner for the Fire Department from Ricoh USA, Inc., in the amount of $5,456.00 less a rebate of $850.00.
7. A MOTION TO APPROVE the contract extension for qualification proposals for Professional Engineering & Land Surveying Services from various professional engineering and surveying services firms in order to create a master list for upcoming capital improvement projects for a one-year period, under the same terms and conditions as the original contract.
8. A MOTION TO APPROVE, RATIFY AND CONFIRM the emergency replacement of the Scarborough Wastewater Treatment Facility sliding gate operator, completed by Cosco, Inc., in the amount of $11,570.00.
9. A MOTION TO REFER the request from Justin Hautaniemi, Plat N-H Lot 394 (32 Algonquin Road) and the request from DiPrete Engineering in regard to Plat E Lot 109 (41 Gibson Avenue) for waiver of the Sewer Policy to the Sewer Policy Committee for review. 10. A MOTION TO READ, PASS, AND ACCEPT as a first reading amendments to Chapter 38 entitled “Law Enforcement” of the Narragansett Code of Ordinances, specifically to amend Section 38-23 entitled “Qualifications for appointment to the police department” at the Police Department’s request. READ, PASSED AND ACCEPTED (Cicilline Buonanno/Dzwierzynski 5-0).
11. A MOTION TO APPROVE the request from Saint Thomas More Parish for their annual Good Friday Walk “Stations of the Cross” to be held on Friday, April 15, 2022, subject to state and local regulations. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)
12. A MOTION TO APPROVE the request from the Narragansett Lions Club for the use of Gazebo Park for their Annual Easter Egg Hunt to be held Saturday, April 9, 2022 from 9:00 am to 12:00 pm with a rain date of April 16, 2022. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)
13. A MOTION TO APPROVE the 2022 Middlebridge Marina rental slip rates at $750.00 per full slip and $575.00 for a sideslip for the 2022 season. APPROVED (Cicilline Buonanno/Dzwierzynski 5-0)
14. A MOTION TO RECEIVE and MAKE A DETERMINATION on the validity of a Voter Initiative to amend the Town Charter to establish that the Town Council may “only sell real property with an appraised value of over $500,000.00 after approval by the town’s voters.” RECEIVED AND ACCEPTED (Cicilline Buonanno/Dzwierzynski 5-0)
15. A MOTION TO RECEIVE and MAKE A DETERMINATION on the validity of a Voter Initiative to amend the Town Charter to establish procedures whereby all candidates for Town Council and School Committee would be elected on a partisan basis. RECEIVED AND ACCEPTED (Cicilline Buonanno/Dzwierzynski 5-0)
16. A MOTION TO READ, PASS AND ADOPT as a Second Reading, “An ordinance in amendment of Chapter 62 of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled “Solid Waste”, specifically adding a section entitled “Article IV-Plastic Reduction Ordinance”. MOTION TO AMEND TO REMOVE SECTION 62-204(d) (Cicilline Buonanno/Dzwierzynski 4-1; Murray opposed)

A MOTION TO DISCUSS sewer expansion in Narragansett and vote to AUTHORIZE the Town Manager and Town Engineer to begin negotiations with the University of Rhode Island relative to the lease and/or acquisition of flow space at the Regional Wastewater Treatment Facilities. DISCUSSED AND AUTHORIZED (Cicilline Buonanno/Dzwierzynski 5-0)
18. A MOTION TO DIRECT the Town Manager to relocate the existing two (2) disabled parking spaces at Town Hall to the front of Town Hall adjacent to the disabled accessible entrance to the Town Hall and to use George Sherman Sand & Gravel Company, Inc., the vendor currently under contract with the Town for Miscellaneous Repair and Construction, who has provided a quote of $ 6,600.00 for the project. 19. A MOTION TO DIRECT the Town Manager and Planning Director to review Sec. 6.4 - Dimensional Regulations for sheds and create a more comprehensive Regulation that is based on Zoning lot sizes to be proportional to the Zone of Record. DIRECTED (Cicilline Buonanno/Dzwierzynski 5-0)
