·                     A MOTION RESCHEDULE the Public Hearing to amend the text of Section 5.5 of the Code of Ordinances of the Town of Narragansett entitled Zoning, for the purpose of adding a new  Historic District Zone, (170 Clarke Road – “The Camp” ).  RESCHEDULED FOR JUNE 5, 2023 (Lawler/Kopech 5-0)

1.      A MOTION TO APPROVE a one-year contract extension for Plow Cutting Edges with Grant Steel Co., Inc. at their quoted prices for a one (1) -year period, under the same terms and conditions as the original bid.

 

2.      A MOTION TO APPROVE a one-year contract extension for Generator Service Contract with The Lightship Group, LLC – Power Systems Division  in the amount of $9,350.00 and at their hourly rates for a one (1) -year period, under the same terms and conditions as the original bid.

 

3.      A MOTION TO APPROVE the expenditure of $6,500.00 to the Dunes Club which represents 50% of the total fee for the rental of a barge for the 2023 fireworks display, to be produced by Pyrotecnico Fireworks, Inc.

 

5.      A MOTION TO APPROVE the purchase of two (2) laptops from Zones LLC, pursuant to the NCPA contract, in the total amount of $2,696.00.

 

6.      A MOTION TO APPROVE, RATIFY AND CONFIRM the emergency purchase of a replacement automatic sampler for the Wastewater Division from Teledyne Isco in the amount of $9,468.00.

 

7.      A MOTION TO APPROVE the 2023 renewal applications for Miscellaneous Licenses, Peddlers Licenses, Soldier and Sailor Peddler Licenses, Private Detective Licenses and Mobile Food Establishment Licenses, all subject to state and local regulations.

 

8.      A MOTION TO APPROVE a Class F Alcoholic Beverage License for the South County Museum for its “Music at the Museum” fundraising event to be held on Saturday, June 24, 2023 at its location at 115 Strathmore Street, Narragansett, subject to state and local regulations.

 

9.      A MOTION TO APPROVE  a Class F Alcoholic Beverage License for the Narragansett Lions Club for their “Fighting Chance” fundraising event to be held on May 11, 2023 at the Kinney Bungalow, subject to state and local regulations.

 

4.   A MOTION TO APPROVE, RATIFY AND CONFIRM the contract amendment with HBM Architects, LLC for additional Architectural/Engineering services for the Library Project, in the amount of $4,480.00.  APPROVED, RATIFIED AND CONFIRMED (Ferrandi/Cicilline Buonanno 5-0)

 

10.  A MOTION TO APPROVE a Class F Alcoholic Beverage License for Narragansett Casino LLC, 11 Pier Market Place, Narragansett, RI, for the University of Rhode Island awards ceremony to be held on April 21, 2023, subject to state and local regulations. APPROVED (Ferrandi/Cicilline Buonanno 3-2; Ferrandi and Lawler opposed)

11.  A MOTION TO APPROVE  a Change Order Addendum, as requested by the vendor, to Article 8.1 Subsection B of the Miscellaneous Road Construction 2021 Contract awarded to T. Miozzi, Inc. (now LLC), to allow for price adjustments commencing during the Covid-19 Pandemic and the continuing cost of inflation.  APPROVED (Lawler/Kopech 3-2; Dzwierzynski and Lawler opposed)

12.  A MOTION TO AWARD the bid for Fire Protection Services to the lowest bidder, Encore Fire Protection at their quoted bid prices, hourly rates, and mark up for parts/materials, for a three (3)-year period, ending March 2026.  AWARDED (Lawler/Kopech 5-0)

FIRE DEPARTMENT

13.  A MOTION TO APPROVE the purchase of thirty-two (32) portable radios, eight (8) mobile radios, two (2) base stations and related accessories for the Fire Department from Motorola Solutions Inc., pursuant to the State of Rhode Island Master Price Agreement, in the total amount of $330,451.38. APPROVED (Lawler/Kopech 5-0)

PUBLIC WORKS DEPARTMENT

14.  A MOTION TO ADOPT a proclamation recognizing Arbor Day 2023 and the importance of trees in Narragansett. ADOPTED (Lawler/Kopech 5-0)

INFORMATION TECHNOLOGY DEPARTMENT

15.  A MOTION TO APPROVE the purchase of Network Video Recorder (NVR) hardware from Zones, LLC in the amount of $9,022.00, and NVR software from Shanix Technology Inc., in the amount of $8,447.66 for a total of $17,469.66. APPROVED (Lawler/Kopech 5-0)

ENGINEERING DEPARTMENT

16.  A MOTION TO AWARD the bid for Power Washing of Point Judith and Kinney Avenue Water Tanks to the lowest bidder, Wet Powerwash Solutions in the amount of $32,000.00.  AWARDED (Lawler/Kopech 5-0)

COMMUNITY DEVELOPMENT DEPARTMENT

17.  A MOTION TO WAIVE the required debt-to-income ratio for a pending Community Septic System Loan in Narragansett and AUTHORIZE the Town Manager to sign a letter to RI Housing, after Town Solicitor review. WAIVED AND AUTHORIZED (Lawler/Kopech 5-0)

PARKS AND RECREATION DEPARTMENT

18.  A MOTION TO APPROVE the lining of existing basketball and tennis courts in town for added pickleball play and the purchase of paint, six (6) portable pickleball nets, and three (3) storage containers in the amount of $5,302.94. APPROVED (Lawler/Kopech 5-0)

 

19.  A MOTION TO APPROVE the construction of a new third base dugout at Sprague Park Baseball Field, to be completed by Abcore Restoration Company, Inc., in the amount of $24,640.00 utilizing the General Construction Services contract. APPROVED (Cicilline Buonanno/Lawler 5-0)

 

20.  A MOTION TO APPROVE the 2023 contract agreement for the 46th annual concert on the Beach with the R.I. Philharmonic Orchestra, in the amount of $24,500.00 and AUTHORIZE the Town Manager to sign the contract after review by the Town Solicitor. APPROVED AND AUTHORIZED (Cicilline Buonanno/Lawler 5-0)

 

21.  A MOTION TO APPROVE the 2023 contract agreement for production support services with Bill Brackett Theatrical Productions, LLC for the 46th annual concert on the Beach, in the amount of $13,504.00 and AUTHORIZE the Town Manager to sign the contract after review by the Town Solicitor. APPROVED AND AUTHORIZED (Cicilline Buonanno/Lawler 5-0)

 

22.  A MOTION TO APPROVE the purchase and installation of 450’ linear feet of 8’ Black Vinyl Chain Link Fence for the Playground at Little Sprague Park from Cosco LLC, in the amount of $31,243.00, utilizing the State of RI Master Price Agreement.  APPROVED (Cicilline Buonanno/Kopech 5-0)

 

23.  A MOTION TO AWARD the bid for Shoreline Adaptation Inventory & Design Project, 95 Middlebridge Road to the lowest bidder, DiCenzo, Inc. in the amount of $266,775.00. AWARDED (Lawler/Kopech 5-0)

TOWN COUNCIL

24.  A MOTION TO DIRECT the Town Manager and Director of Parks and Recreation to reach a long-term Memorandum of Understanding (MOU) agreement with the Town of South Kingstown for Narragansett Senior’s use South Kingstown Senior Center.  DIRECTED (Lawler/Kopech 5-0)

 

25.  A MOTION TO RECONSIDER the South Kingstown appropriation budget request for the 2022-2023 budget for the Senior Center.  Amend motion to grant the appropriation request of $101,134.00.  AMENDED MOTION GRANTED (Lawler/Ferrandi 4-1; Dzwierzynski opposed.  APPROVE MAIN MOTION AS AMENDED (Lawler/Ferrandi 4-1; Dzwierzynski opposed)

 

26.  A MOTION TO APPROVE the purchase of a dedicated Fiber Optic connection with COX Business in the amount of $10,200.00 annually with a 3-year agreement, and transmission equipment from PMA Industries Inc., in the amount of $3,360.25 and authorize the Town Manager to sign the agreement with COX Business after review by the Town Solicitor. APPROVED (Lawler/Ferrandi 5-0)

 

27.  A MOTION TO ADOPT a Resolution restoring the term lengths for the Towers Committee. ADOPTED (Lawler/Cicilline Buonanno 4-0; Cicilline Buonanno abstained)

28.  A MOTION TO APPOINT/REAPPOINT two individuals to the Economic Development Committee for a 3-year term to expire on April 1, 2026.
