· A MOTION TO OPEN AND HOLD a Public Hearing to consider various text revisions to Section 5 of the Zoning Ordinance, entitled “Historic Districts”.
Ø A MOTION TO CLOSE THE PUBLIC HEARING.
Open Forum/Public Comment is a time for any member of the public to speak on a topic not on the Meeting Agenda. A sign-in sheet is available to members of the public who wish to speak during open forum/public comment and located at the table in the back of the Council Chambers. Speakers will be called in the order as they appear on the sign-in sheet. Before Open Forum/Public Comment is closed, members of the public who did not sign up will be given the chance to speak. Speaking in a meeting during Open Forum/Public Comment is limited to 3 minutes. Speakers are required to state their name and address before speaking and are expected to conduct themselves in an orderly and respectful fashion. The comments of citizens accessing this portion of the meeting are neither adopted nor endorsed by the body but heard as requested.
All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.
11. A MOTION TO RECEIVE the recommendation from the Coastal Access Improvement Committee to continue the policy granting free Narragansett Town Beach walk on passes to Narragansett Tribe members.
12. A MOTION TO APPROVE this request to allow the Town to hire certified police officer lateral transfers at a starting salary step that corresponds to their years of experience as a certified officer and AUTHORIZE the Town Manager to sign a Memo of Understanding Addendum to the agreement between the Town of Narragansett and the Local 303 International Brotherhood of Police Officers collective bargaining agreement.
13. A MOTION TO APPROVE the Police Department’s request to hire one Probationary Patrol Officer.
14. A MOTION TO AWARD the bid for 2023 Statistical Reappraisal Services to the second lowest bidder, Northeast Revaluation Group, LLC, in the amount of $195,000.00 and AUTHORIZE the Town Manager to sign the contract after review by the Town Solicitor.
15. A MOTION TO APPROVE the 2022 task orders professional services with GZA GeoEnvironmental, Inc. and their partner iParamatrics for Disaster Recover Administrative Services for Covid-19 in the amount of $9,701.25 and Administrative Services for American Rescue Plan Act (ARPA) in the amount of $9,523.50; for a total of $19,224.75.
16. A MOTION TO APPROVE the purchase and installation of steel backed timber guardrails for areas on two (2) newly paved roads, Circuit Dr. and Old Boston Neck Rd. by Sprague Bridge from Sole Source Construction, LLC., in the amount of $48,800.00.
17. A MOTION TO APPROVE the repairs to the front and rear of the DPW Salt Barn to be completed by Abcore Restoration Company, Inc., in the amount of $49,860.00, utilizing the General Construction Services contract.
18. A MOTION TO APPROVE the required maintenance to the retaining wall along Sandy Beach Road and waives the current policy to use the Miscellaneous Repair & Construction Contract for this project; to be completed by George Sherman Sand & Gravel Co., Inc. in the amount of $65,000.00.
19. A MOTION TO ACCEPT a grant in the amount of $339,456 from the U.S. Department of Commerce - Economic Development Administration to fund the development of a wastewater facilities plan amendment and authorize the Town Finance Director to sign the Financial Assistance Award for same.
20. A MOTION TO INTRODUCE, READ, PASS AND ACCEPT as a First Reading “An Ordinance in Amendment of Chapter 78, of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled “Utilities”, Article III (Sewers) Section 78-401 “Levied” (Sewer Lot Development Fee).
21. A MOTION TO APPROVE the contract with GZA GeoEnvironmental, Inc. for administrative services during construction for Middlebridge Coastal Adaptation Project, in the amount of $10,100.00 and at their quoted hourly rates.
22. A MOTION TO APPROVE, RATIFY AND CONFIRM Change Requests 6 and 9 with E.W. Burman, Inc. for the Maury Loontjens Memorial Library Renovation Project, in the credit amount of ($16,419.00).
23. A MOTION TO APPROVE the request from the Rotary Club of Wakefield, Rhode Island for the use of Veterans Memorial Park and Gazebo Park for the 40th Narragansett Annual Art Festival to be held Friday, June 23, Saturday June 24, and Sunday June 25, 2023.
24. A MOTION TO APPROVE the request from the Wakefield Rotary Club to host a “Children’s Festival” on Sunday, June 4, 2023, from 8am – 5pm at the South County Museum subject to state and local regulations.
25. A MOTION TO APPROVE the request from Ragnar Events, LLC to pass through the Town of Narragansett during their 200-mile relay race, subject to state and local laws.
26. A MOTION TO APPROVE the request from the Narragansett Lions Club for their annual “10 Mile Road Race” to be held on Friday, July 28, 2023, from 5:00 PM to 8:30 pm, subject to state and local regulations.
27. A MOTION TO APPROVE the request from the Narragansett Lions Club for the use of Gazebo Park for their Annual Easter Egg Hunt to be held Saturday, April 1, 2023, from 10:00 am to 12:00 pm with a rain date of April 8, 2023.
28. A MOTION TO INTRODUCE, READ, PASS AND ACCEPT as a First Reading, “An Ordinance in Amendment of Chapter 731 of the Code of Ordinances of the Town of Narragansett, RI, entitled, ‘An Ordinance in Relation to Zoning’”, as it relates to text revisions to Section 5.7 of the Zoning Ordinance.
29. A MOTION TO APPROVE the filling of the Planning Technician position in the Community Development Department due to resignation.
30. A MOTION TO AUTHORIZE the Town Manager to sign a letter of support for a URI & Brown University application for grant funding of a community-driven climate research and resiliency study.
31. A MOTION TO ACCEPT the Hazard Mitigation Plan yearly progress report.
32. A MOTION TO RECEIVE and PLACE ON FILE the final Municipal Resilience Program Community Resilience Building – Summary of Findings – October 2022.
33. A MOTION TO AWARD the bid for Comprehensive Housing Study and Needs Assessment to the sole bidder, Crane Associates, Inc. in the amount of $24,950.00 AND authorizes the Town Manager to sign the contract, after review by the Town Solicitor.
34. A MOTION TO APPOINT/REAPPOINT one individual to the Planning Board.
A MOTION to RETIRE to Executive Session of the Town Council in accordance with RI General Laws §42-46-4 and §42-46-5(a)(1) to discuss Personnel, the positions of Town Solicitor and Assistant Solicitor.
