· A MOTION TO RESCHEDULE a Public Hearing to amend the text of Section 5.5 of the Code of Ordinances of the Town of Narragansett entitled Zoning, for the purpose of adding a new Historic District Zone, (170 Clarke Road – “The Camp”).
Open Forum/Public Comment is a time for any member of the public to speak on a topic not on the Meeting Agenda. A sign-in sheet is available to members of the public who wish to speak during open forum/public comment and located at the table in the back of the Council Chambers. Speakers will be called in the order as they appear on the sign-in sheet. Before Open Forum/Public Comment is closed, members of the public who did not sign up will be given the chance to speak. Speaking in a meeting during Open Forum/Public Comment is limited to 3 minutes. Speakers are required to state their name and address before speaking and are expected to conduct themselves in an orderly and respectful fashion. The comments of citizens accessing this portion of the meeting are neither adopted nor endorsed by the body but heard as requested.
All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.
1. A MOTION TO APPROVE the waiver of interest for taxpayers in accordance with Ordinance 2010-936.
2. A MOTION TO APPROVE the purchase of one (1) new full color printer, copier, scanner for the Building Department from Ricoh USA, Inc., in the amount of $4,814.00 less a rebate of $750.00.
3. A MOTION TO APPROVE the contract extension for General Heating, Ventilation, and Air Conditioning Services with JMB Mechanical, Inc. for a one-year period at their hourly rates for regular and emergency services and their percentage mark-ups for parts, materials, and equipment, under the same terms and conditions as the original contract.
4. A MOTION TO RECEIVE AND PLACE ON FILE the 2022 annual reports from various Boards, Commissions and Committees.
5. A MOTION TO ACCEPT a reimbursable Fire Act grant of $367,770.00 from the Federal Emergency Management Agency and the Department of Homeland Security Assistance to Firefighters Grant Program and AUTHORIZE the Town Manager to sign acceptance of said grant.
6. A MOTION TO APPROVE the contract extension for Backflow Prevention Device Testing – Municipal Buildings for the 2023 testing with Gem Plumbing & Heating Services, LLC in the total amount of $10,800.00 for seventy-two (72) devices, under the same terms and conditions as the original contract.
7. A MOTION TO APPROVE the renovations to the Information Technology (IT) Department at Town Hall, to be completed by Abcore Restoration Company, Inc., in the amount of $148,320.00, Automatic Temperature Controls, Inc., in the amount of $158,383.00, and E.W. Audet & Sons, Inc., in the amount of $21,250.00, for a total amount of $327,953.00, utilizing the General Construction Services Contract, State Master Price Agreement and the General Electrical Services Contract.
8. A MOTION TO APPROVE the purchase of CIS Services MDR Advanced (anti-virus) for Information Technology from The Center for Internet Security, Inc., in the amount of $18,150.00.
9. A MOTION TO APPROVE the 2023 Middlebridge Marina rental slip rates at $800.00 per full slip and $600.00 for a sideslip for the 2023 season.
10. A MOTION TO APPROVE the request from the Narragansett Little League for their annual Opening Day Parade to be held on Saturday, April 29th, 2023, at 11:00 AM, subject to state and local regulations.
11. A MOTION TO APPROVE the filling of the position of Parks Laborer, Monday – Friday shift due to a retirement.
12. A MOTION TO APPROVE Victualling, Holiday, Theater, and Dance/Entertainment license applications for Narragansett Casino LLC, d/b/a Narragansett Casino, 11 Pier Market Place, Narragansett, RI, subject to local and state regulations.
13. A MOTION TO APPOINT one individual to the Land Conservancy Trust.
14. A MOTION TO APPOINT one member to the Galilee Advisory Committee.
15. A MOTION TO READ, PASS AND ADOPT as a second reading an amendment of Chapter 2 of the Code of Ordinances of the Town of Narragansett entitled “Administration”, specifically Sec. 2-38 entitled “Work sessions”.
16. A MOTION TO ADOPT amended Town of Narragansett Council Rules and Guidelines changing the times for Public Hearings and Adjournment to correspond to previously approved time shift in start time.
17. A MOTION TO ADOPT the Resolution of the Town of Narragansett in Support of Housing Development and Land Use.
18. A MOTION TO ADOPT a Resolution on Protecting Municipal-Owned Conservation Properties by Deeming Conservation Properties as Being Held in the Public Trust pursuant to R.I.G.L. 45-36.1-1 et seq and as Having Conservation Restrictions pursuant to R.I.G.L. 34-39-2(a) et seq., Specifically, Assessor’s Plat K Lot 281, Frances Avenue.
19. A MOTION TO ADOPT the resolution establishing the compensation for the Judge of the Municipal Court.
