MINUTES

 

 

Modification to Final Approval:

 

1.      Brown, Dwayne.  Plat 6, Lot 87.  Fire# 198.  Chapel Street.  Application to modify second floor deck and stairs.

 

Ms. Moss expressed her disappointment in another post approval amendment to the application.  Stating the applicant fully disregarded the board.  Mr. Vaillancourt agreed.  Ms. Ball concurred but said the change looks better than the original approve deck.

 

Ms. Moss made a motion to approve application as submitted.  Mr. Vaillancourt seconded, and the motion carried 6-0.

 

Ayes 6 (Tunney, Ball, Koch, Vaillancourt, Moss, McManus) Nay 0

 

 

2.      Brown, Dwayne.  Plat 6, Lot 87.  Fire# 461.  Chapel Street.  Application to construct an outdoor shower and garbage storage enclosure. 

 

Following a brief discussion, the application was continued.  The board all agreed with adding the enclosures, but the presented shower and trash enclosure was not appropriate and thus distracted from the house and the property.  Recommendation for applicant to review island examples of shower enclosures and to come back to the board with design and materials. 

 

 

3.      Kenney, Robert C.  Plat 6, Lot 35.  Fire# 454.  Ocean Ave. Application to make multiple changes to windows and a door at 454 Ocean Ave.

 

Mr. Kenney presented these changes to his original proposal

First Floor:

 

§  Remove the existing single door on the left (Island Hardware) side.

§  Slide the previously approved kitchen exhaust vent stack that is on the rear of the building more toward the Island Hardware side of the building’s rear wall.

§  Move an existing 6 over 2 light window on the back left corner of the building to the back right corner of the building that faces the pond.

§  Move a pair of recent (within the past 10 years) windows from the left (Island Hardware) side (and would be under the new exterior stairs) to the right side of the building (facing the parking lot).

§  Café main front door will be a pair of 3’ wide (6’ overall) by 6’-8” high outswing doors. No divided lights.

 

Second Floor:

 

§  Double-hung windows on the front, left, and right sides will have 2 over 1 full divided light with spacer bar ‘panes.

§  Double door onto deck will have ‘short fractional’ (Andersen term) full divided light with spacer bar panes.

§  Three Andersen double-hung windows (no divided lights (1 over 1)) on the back of the building. Only seen from distant properties. Note: Island Hardware has 1 over 1 windows.

 

 

Mr. Koch made a motion to approve application as submitted.  Ms. Moss seconded, and the motion carried 6-0.

 

Ayes 6 (Tunney, Ball, Koch, Vaillancourt, Moss, McManus) Nay 0

 

Other Business:

 

Ms. Tunney discussed the following state requirements.  Each board member will need to fulfil this obligation either in person or online.  Most board members did not fill out the survey, thus we didn’t quality for an on island class.

Discuss training of Historic District Commission (HDC) members that is now required by Rhode Island law

·         Each HDC member is required to complete a 3-hour training program one time within two years of June 22, 2022, or within one year of a new appointment.

·         Each HDC member is required to complete a 1-hour annual update each year.

 

 

Approve minutes: Approve June 26th, 2023.  Tabled.

 

Adjournment:  6:50 PM Ms. Tunney made a motion to adjourn, and Mr. Koch seconded.
