1.               Discuss and act on appointment to Town Council

2.               Discuss and act on plan from Library Director Kristin Baumann to establish a “Little Free Library” at Ball-O’Brien Park

3.               Review and act on proposed changes to Hawkers & Peddlers Ordinance and license, including extended hours, private party catering, special event catering, proposed requirement for actual owner operation and review of Town license fee in regards to state regulations

4.               Discussion of Block Island Power Company restructuring meetings with the Public Utilities Commission; announcement of two public informational meetings set up by the Electric Utilities Task Group

5.               Preliminary report from Town Manager on RFI Broadband responses

6.               Announce award of the Island Institute’s “Island Energy Innovation Award” to Block Island

7.               Discuss and act on proposal from Councilor Warfel that all town board, committee and commission meeting minutes be posted to RI Secretary of State’s “Open Meetings” website

8.               Notice to Town as abutter: December 7, 2015 hearing on Outdoor Entertainment License for Cecil’s Blackrock Grille, d/b/a/ Kimberley’s (Plat 5, Lot 12, Ocean Avenue)

9.               Receive and act on minutes of November 2, 2015 and November 10, 2015

10.               Given the expiration of the current Town Manager’s contract in September, 2016, discuss Council tasks and timeline for succeeding Town Manager selection and appointment

11.       Receive and act on reports from Town Solicitor:

·         Update regarding Rhode Island Fast Ferry (This item may go into closed session pursuant to Rhode Island General Laws §42-46-5(a)(2) for the discussion of  litigation)

·         Report regarding Settlers Rock Realty, LLC sign ordinance lawsuit (This item may go into closed session pursuant to Rhode Island General Laws §42-46-5(a)(2) for the discussion of  litigation)
