The New Shoreham Town Council will meet via telecommunication pursuant to
State of Rhode Island Executive Order 20-25 dated April 15, 2020.
Warden’s Report
1. Continued from May 27, 2020: Discuss options for public participation in public hearing and set public hearing date for an application from 54 Dodge Street Block Island OpCo, LLC amend New Shoreham Zoning Ordinance Section 202(A) by adding a new definition “Accessory Hotel Room,” amending Section 311 (E.) Old Harbor Commercial Zone Uses Allowed by Special Use Permit; and adding a new Section 407 (C.) Criteria for Special Use Permit, Hotels, “Standards in the Old Harbor Commercial District.” The proposed amendment would provide additional special use standards and reduced dimensional requirements for hotels in the OHC Zone. The proposal also creates Accessory Hotel Room as a new use allowed by Special Permit accessory to a hotel in the Old Harbor Commercial Zone.
2. Continued from May 27, 2020: Discuss options for public participation in public hearing and set public hearing date for an application from Block Island Land Trust, Block Island Conservancy, and The Nature Conservancy to amend New Shoreham Zoning Ordinance Section 202(A) definition of “Developable Land” to exclude land held under conservation easements. The proposed language may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing. Any alteration or amendment must be presented for comment in the course of the hearing. The proposed language follows, with language to be added underlined.
3. Continued from May 27, 2020: Discuss options for public participation in public hearing and set public hearing date for a proposed amendment of New Shoreham Zoning Ordinance Section 202(A) definition of “Building Height,” requiring that within special Flood Hazard Areas building height be measured from Base Flood Elevation. A local Zoning amendment to the definition of Building Height is required in order for the Town to be consistent with State law. The proposed language may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing. Any alteration or amendment must be presented for comment in the course of the hearing. The proposed language follows, with language to be added underlined.
4. Continued from May 27, 2020: Discuss options for public participation in public hearing and set public hearing date for a proposed amendment of TNS Zoning Article 3 Zoning Districts and Regulations – “Dimensional Standards” and Amendments to TNS General Ordinances Chapter 11 Natural Resources Protection “Flood Ordinance.” Together, they would establish reduced maximum building heights for structures in Special Flood Hazard Areas. The proposed language may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing. Any alteration or amendment must be presented for comment in the course of the hearing. The proposed language follows, with language to be added underlined.
5. Receive Proposed Hunting and Fishing Plan for Block Island National Wildlife Refuge and discuss and act on response to US Fish and Wildlife Service
6. Receive and act on request for Deer Tag reimbursement
7. Receive and act on request of New Shoreham School Committee for “Resolution Urging the Continued appropriation of State and Local Revenues to Support Public Education”
8. Review and act on landing area guide for medical transport helicopters on Block Island Need
9. Discuss and Act on request of Block Island Volunteer Rescue Squad for funding to hire summer Emergency Medical Technicians.
10. Discuss and act on Interstate Navigation Company’s Fast Ferry Rate Increase Filing
11. Discuss and act on agreement to conduct archeological survey in Town Beach Parking Lot
12. Discuss and act on amendment to the “Amended Emergency Ordinance of the Town of New Shoreham Adopted May 27, 2020” if needed
13. Discuss and act on three-month extension of Interim Town Manager Contract (This item may be held in closed session pursuant to Rhode Island General Law §42-46-5(a)(1) for the discussion of job performance, character, or physical or mental health of a person or persons provided that such person or persons affected shall have been notified in advance in writing and advised that they may require that the discussion be held at an open meeting)

1. Send your comments and questions before 2:00 Wednesday to townclerk@new-shoreham.com. They will be printed out and distributed to the Town Council. The Council will be able to take time to read them before the meeting.
2. Email your comments and questions during the meeting to townclerk@new-shoreham.com. Depending on the volume received, your comments will be summarized for the record. Questions may be addressed during or after the meeting.

Listen to the Zoom Meeting
1. Please dial in to the meeting less than two (2) minutes prior to the meeting start time. If you dial in too early, your connection may time out. If that happens, call back. You may also dial in any time after the meeting begins and may leave at any time by hanging up.
2. Use of the Zoom app is reserved for Town Council members and other speaking participants. Please do not use the Zoom App to connect; if you use the Zoom app, you will not be granted access to the meeting.
3. Dial in from a landline or cell phone, just as you would to make a normal phone call. Use the Phone Number, Meeting ID and Password provided in the official meeting agenda. When prompted after dialing, enter the Meeting ID and press #. Then press # (there is no Participant ID). Then enter the Password and press #.
4. If you hear a message that you have been placed in the Waiting Room, then you have successfully joined the meeting. Please MUTE your phone at this time.
5. You will be admitted into the live meeting just prior to the meeting Call to Order.
6. If you are disconnected from the meeting, try dialing in again. If you are unable to join, please use the Public Comment instructions provided in the agenda to report this and someone will follow up either during or after the meeting.
