1.   Discuss and act potential property purchase. This discussion may be held in executive session pursuant to RIGL 42-46-5(a)(5) Any discussions or considerations related to the acquisition or lease of real property for public purposes, or of the disposition of publicly held property wherein advanced public information would be detrimental to the interest of the public.

a.   Approval of Minutes: March 6, 2023; March 15, 2023 open and closed; March 20, 2023 open and closed; March 21, 2023

b.   Act to approve the transfer of cemetery lot Plat 4, Lot 11G from the Jamel Shimpfky back to the Town for purchase price paid for lot of $550

c.   Discuss and act on the seasonal shellfish closure dates for the Great Salt Pond for 2023/2024 shellfishing season

d.   Discuss and act on memorandum of understanding between the Town of New Shoreham and RIPTA re: van purchase 

e.   Correspondence: John Hodge re: In support of allowing arcades

 

4.   Discuss and act to accept recommendation of the Town Manager for appointment of Human Services Director

 

5.   Continued Public Hearing (from 2/6/2023 & 3/6/2023): Discuss and act on proposed Amendment to Town of New Shoreham Zoning Ordinance Section 518 Accessory Family Dwelling Units

 

6.   Receive and discuss update on island-wide traffic and parking strategies

 

7.   Public Hearing: Discuss and act on proposed amendment to New Shoreham Zoning ordinance re: Application to Amend the Zoning Ordinance of Christopher Warfel for proposed new section to Article 5, Section 519 Affordable Housing

 

8.   Discuss ordinance amendments and potentially act on setting a public hearing date for New Shoreham General Ordinances, Article II Amusements and New Shoreham Zoning Ordinance Article Section 111(A)(15) General Prohibitions; Section 311(D) Old Harbor Commercial Zone/Permitted Uses; Section 202 Definitions Gaming Device; Section 312(D) New Harbor Commercial Zone/Permitted Uses

 

9.   Discuss and act on requests of Motor Vehicles for Hire Commission:

f.    Increase of the taxi rates: base rate from New Harbor area to Bluffs/SE Light (add $2), dirt road charge ($6 to end of certain roads), bike fee ($1 increase), tour rate (increase $15), lowering the minimum fare age (6 to 4), after hours surcharge (add $5)

g.   Continuance of the $1.00 fuel charge

h.   Consider amendment to ordinance defining Courtesy Vehicle

 

10. Discuss and act on House of Representative Tina Spears request for modifications/recommendations to House of Representatives Housing Legislation Package

 

11. Discuss and act on changes to the Harbors fees: annual and nightly mooring rates, dockage fees, charter slip fees

 

12. Discuss and act on awarding the following:

i.    Grant Writer

 

13. Discuss Rhode Island State Police budget update

 

14. Discuss and act on Board, Commission and Committees:

j.    Consider expanding the Harbors Committee to include an alternate position

k.   Announce vacancies:

iii.  Water District Commission (1 five-year) (2 one-year)

iv.  Sewer District Commission (1 five-year) (2 one-year)
