1.   Discuss and act negotiations between International Brotherhood of Police Officers, Local 720 (representing members of New Shoreham Police Department) and Town of New Shoreham. This item may be discussed in closed session pursuant to RI General Laws 42-46-5(a) (2) Sessions pertaining to collective bargaining or litigation, or work sessions pertaining to collective bargaining or litigation.

a.   Approval of Minutes: November 2, 2023; November 13, 2023 open and closed; November 16, 2023 open and closed; November 17, 2023 open and closed; November 20, 2023, November 21, 2023

b.   Award bid for Mooring Installation, Maintenance and Repair to Big Bear Marine, Christian Reeves for a three-year contract at $72,100 per year

c.   Approve Municipal Road and Bridge Program State Funds Local Public Agency Agreement between the State of Rhode Island and the Town of New Shoreham

d.   Act to approve the transfer of cemetery lot Plat 4, Lot 50A, 50B, 50E, 50F & 50G from the Kenneth K. Knapp, Jr. back to the Town for purchase price paid for lot of $2,000

e.   Correspondence:

i.    Block Island Utility District re: offshore wind farm

ii.   Emile Lapham re: Support of new pickleball courts

 

4.   Act to set public hearing date for proposed amendments to the New Shoreham Liquor License Rules and Regulations amending sections “II. New License Applications”, “III. License Renewal Applications”, and “VI. License Restrictions & Conditions” to include a requirement, to be satisfied prior to the issuance, renewal, or transfer of liquor licenses, of furnishing statements from the Town’s Building Official and the Rhode Island State Fire Marshal’s Office that the premises at which the license is to be held is in conformity with all requirements of state and local building and fire codes.

 

5.   Act to set public hearing date for proposed amendments to the New Shoreham Zoning Ordinance re: Application to Amend the Zoning Ordinance of Christopher Warfel amending Article 5 Performance Standards, Section 517 Solar Energy Systems (SES) (C) Definitions & (F) Standards for Ground-Mounted Systems and Article 4 Criteria for Special Use Permits, Section 425 Solar Energy Systems (A) Applicability & (B) Standards

 

6.   Discuss and act on annual renewal of Motorized Tricycle, Bicycle and Scooter (Moped) Rental Licenses for 2024:

a.   Aldo’s Mopeds, Inc.

b.   The Moped Man, Inc.

c.   Finnimore & Fisher Inc. dba Island Mopeds

d.   Miles-Un-Ltd., Inc.

e.   Ocean State Bikes, Inc.

 

7.   Hear public comment and discuss and act on an application for the 2024 RI Green Space grant for beach access at Graces Cove

 

8.   Discuss and act on 3-year fire truck planned acquisition

 

9.   Discuss and act on Board, Commission and Committees:  Announce annual vacancies

 

10. Evaluation of Town Manager Job Performance: This may be held in closed session pursuant to Rhode Island General Laws 42-46-5(a)(1) Any discussions of the job performance, character, or physical or mental health of a person or persons provided that such person or persons affected shall have been notified in advance in writing and advised that they may require that the discussion be held at an open meeting.
