1.   Discuss and act on negotiations between International Brotherhood of Police Officers, Local 720 (representing members of New Shoreham Police Department) and Town of New Shoreham. This item may be discussed in closed session pursuant to RI General Laws 42-46-5(a) (2) Sessions pertaining to collective bargaining or litigation, or work sessions pertaining to collective bargaining or litigation.

6.   Discuss and act on a request from the Commission on Motor Vehicles for Hire for a rate change, implementation a fuel charge of $1.00 when gas prices meet $4.75 or higher

 

7.   Discuss and act on the Town Manager’s recommendation for appointment of Director of Public Works

 

8.   Discuss and act on Town Manager’s recommendation for appointment of Director of Major Capital Improvements

 

9.   Update from Town Manager regarding summer staffing

 

10. Discuss and act on USDA documents to finalize the Water District's grant/loan for the Water Improvements Project 2023:

a.   Agreement between USDA Rural Utilities Service and Town of New Shoreham for grant funds not to exceed $2,509,000.

b.   Loan Resolution of the TNS Water District for $3,072,000

c.   Resolution approving the issuance of bonds and/or notes not to exceed $3,100,000 for capital improvements at the Block Island Water District

 

11. Discuss and act on a resolution approving the issuance of bonds and/or notes in an amount not to exceed $1,000,000 for financing the planning, design, construction, development, renovation, furnishing and finishing of a rental housing program on Plat 8, Lot 218 (the Thomas Property)

 

12. Discuss and act on a resolution in support of the restoration of general revenue sharing to cities and towns

 

13. Discuss and act on lease agreement between the Town of New Shoreham and the Rhode Island Airport Corporation for the lease of property at the Block Island Airport for use as a towing impound lot for $934 per month

 

14. Discuss and act on proposed removal of “Beach Access” signpost (vertical 4x4 post) at the first sharp corner heading north of Corn Neck Road near the Avonlea

 

15. Discuss and act on Board, Commission and Committees:

a.   Request from the Broadband Committee to disband the committee, as they feel their charge is complete

b.   Resignation of Kay McManus from the Block Island Housing Board

c.   Appointment of Sewer District Committee and Sewer District Committee members (2 one-year terms)

d.   Announce vacancies:

i.    Commission on Motor Vehicles for Hire (1)

ii.   Water District Commission (2) Alternate

iii.  Sewer District Commission (2) Alternate

 

16. Discuss and act on potential litigation, Re: Decision of Town of New Shoreham Zoning Board of Review, recorded on May 12, 2023 in Book 570, Page 14 of the Town's Land Evidence Records, related to an appeal by Appellant, Aldo’s Bakery, of a decision of the Town Zoning Official regarding Plat 6, Lot 89.  This item may be discussed in closed session pursuant to RI General Laws 42-46-5(a) (2) sessions pertaining to litigation or reasonably anticipated litigation
