MINUTES

 

Present: Chair Jim Hinthorn, Members John Spier, Carolyn Collins, Molly O’Neill and Andy Transue.  Police Chief Matthew Moynihan and First Warden Andre Boudreau were also present.  Millie McGinnes was present to take minutes.

 

Jim Hinthorn called the meeting to order at 4:00 PM

 

1.   Discuss and act on Minutes of March 3, 2022 Meeting

Mr. Spier made a motion to approve the minutes, Ms. Collins seconded the motion and the motion carried.

Ayes: 4      (Spier, Collins, Hinthorn & Transue)   Nays: 0            Absent: 1 (O’Neill)

 

Molly O’Neill joined the meeting at 4:08.

 

2.   Discuss and act on Community Needs Survey - New feedback and action plans from the March 3rd meeting

The responses to the survey were reviewed.  The survey will be posted on the bulletin board every week for 6 weeks and posted on current the website.

 

3.   Chief’s report on Police Budget status

Police Chief Moynihan reported that he was pleased with the Police budget for FY 2023, highlighting the following:

•        Funding was provided to cover  two officers per shift year-round

•        Funding was provided to cover eight Community Service Officers

 

4.   Status of State Police issue for summer

Police Chief Moynihan reported that negotiations are on-going regarding bringing two State Police Officers to the Island in the summer. 

 

5.   Discuss and act on how the PAC handles input from the public

Mr. Hinthorn stated that input from the public should be forwarded to the clerk to be disseminated to the commission members.  A thank you response will go to anyone offering input from the public and the response should include an invitation to the next meeting. 

 

6.   Receive and Act on Correspondence (unrelated to the Community Needs Survey)

There was no correspondence received. 

 

7.   Breakfast with the Chief event on May 21st

It was noted that Block Island Maritime Institute and Block Island Residents Association will be hosting a breakfast event on May 21, 2022 with Police Chief Moynihan and Town Manager Crawford as speakers.  They will be discussing the upcoming summer.

 

8.   Adjourn, next meeting July 21, 2022

Mr. Transue made a motion, seconded by Mr. Hinthorn, to adjourn the meeting at 4:44 p.m.
