MINUTES FOR THE SPECIAL COUNCIL MEETING
APRIL 22, 2020

The CITY CLERK called the roll, and the following members were present:

The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a special meeting held in accordance with Governor Raimondo’s Executive Order 20-25 on April 22, 2020 at 6:30 p.m.
RESOLUTIONS
1. Covid-19 – Business Support System – K. Leonard
COUNCILOR LEONARD introduced the resolution and moved for its passage. Seconded by COUNCILOR NAPOLITANO. Discussion occurred among the Council. The motion to approve was VOTED UNANIMOUSLY.
2. State of Emergency - Extension of Time Period
MAYOR BOVA introduced the resolution and moved for its passage. Seconded by COUNCILOR TAYLOR. MAYOR BOVA had a question regarding the end date. CITY MANAGER NICHOLSON addressed the Council to answer questions regarding emergency powers. The motion to approve was VOTED UNANIMOUSLY.
ORDINANCES
3. Amending Chapter 14.04.020 of the Codified Ordinances, entitled, “Moratorium” (Second Reading)
MAYOR BOVA introduced the ordinance and moved for its passage. Seconded by COUNCILOR TAYLOR. COUNCILOR MCLAUGHLIN had questions regarding the effective date for the moratorium. CITY SOLICITOR BEHAN addressed the Council. Discussion occurred among the Council regarding the moratorium. The motion was voted 4-3 with COUNCILOR CEGLIE, COUNCILOR LEONARD and COUNCILOR NAPOLITANO opposed.
COMMUNICATIONS FROM THE CITY MANAGER
4. Scheduling Council Workshops
CITY MANAGER NICHOLSON addressed the Council. Discussion occurred among the Council. CITY SOLICITOR BEHAN addressed the Council.
5. Memo from City Manager, re: Planning for FY 2020 and beyond
CITY MANAGER NICHOLSON addressed the Council.
