The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a meeting held in accordance with Governor Raimondo’s Executive Order 20-25 on August 26, 2020 at 6:30 p.m.

COUNCILOR TAYLOR moved to receive the communication subject to details being worked out with city administration.  Seconded by COUNCILOR LEONARD.  Discussion occurred among the Council.  MAYOR BOVA moved to continue the communication to September 9, 2020.  Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.

 

COUNCILOR TAYLOR moved to approve the Consent Calendar in its entirety with the exception of item h.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

 

LICENSES AND PERMITS

 

2.   Aquidneck Community Table, d/b/a Aquidneck Growers Market, Pell Elementary School parking areas, Saturdays from 9:00 a.m. to noon from August 29, 2020 through October 31, 2020

 

COUNCILOR TAYLOR moved to approve the license.  Seconded by COUNCILOR NAPOLTIANO and VOTED UNANIMOUSLY.

 

3.   Entertainment License, New, Class A (indoors), L & B Associates, LLC, d/b/a Stoneacre, 151 Swinburne Row, to have entertainment Sunday through Saturday from 11:00 a.m. to 9:00 p.m. (Second Hearing)

 

COUNCILOR TAYLOR moved to close the public hearing and approve.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

 

ORDINANCES

 

4.   Amending Chapter 10.24.030 of the Codified Ordinances, entitled, “Special parking limits during certain hours on certain streets” (Second Reading)

 

COUNCILOR TAYLOR moved to adopt the ordinance on second reading.  Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

 

COMMUNICATIONS AND PETITIONS

 

5.   Communication from Turner C. Scott, re:  Denial of Alteration (excavation) Permit Application, Newport Country Club, 264 and 280 Harrison Ave.

 

CITY MANAGER NICHOLSON recommended to the Council for the communication to be continued.  MAYOR BOVA moved to continue the communication to September 9, 2020.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

 

COMMUNICATIONS FROM THE CITY MANAGER

 

6.   Memo from the City Manager:  Recommendations on Short-Term Traffic Solutions- Continued from August 12, 2020

 

COUNCILOR TAYLOR moved to receive the communication.  Seconded by COUNCILOR NAPOLITANO.  CITY MANAGER NICHOLSON addressed the Council.  William Riccio, Director of Public Services, addressed the Council to answer questions.  Discussion occurred among the City Manager and Director Riccio.  The following member from the public addressed the Council:

 

Rex LeBeau, 118 Ruggles Ave.

 

The motion to receive was VOTED UNANIMOUSLY.

 

7.   Action Item #5943/20 – RE:  Award of Bid #NPS21-003 - Newport Public Schools – Boiler Control Systems  (w/accompanying resolution)

 

COUNCILOR TAYLOR moved to receive the communication and adopt the accompanying resolution.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

 

COUNCILOR TAYLOR moved to adjourn as Council and convene as the Board of License   Commissioners.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

COMMISSIONER TAYLOR moved to receive the communication.  Seconded by COMMISSIONER LEONARD and VOTED UNANIMOUSLY.

 

3.   Communication from Turner C. Scott, Esq., on behalf of Rhumbline, LLC, re:  Status of Class BV alcoholic beverage license

 

COMMISSIONER TAYLOR moved to receive the communication.  Seconded by COMMISSIONER LEONARD and VOTED UNANIMOUSLY.

 

4.   Communication from Jeremiah C. Lynch, III, Esq. on behalf of 8-10 Broadway Newport, LLC, re:  Status of Class BV alcoholic beverage license

 

COMMISSIONER TAYLOR moved to receive the communication.  Seconded by COMMISSIONER LEONARD and VOTED UNANIMOUSLY.

 

COMMISSIONER TAYLOR moved to adjourn as Board of License Commissioners and reconvene as Council.  Seconded by COMMISSIONER NAPOLITANO and VOTED UNANIMOUSLY

 

COVID 19 Status Update
