The following items of business, filed with the City Clerk under the Rules of the Council, will come before the Council at a meeting to be held in accordance with Governor Raimondo’s Executive Order 20-25 on June 16, 2020 at 4:30 p.m.
The CITY CLERK called the roll, and the following members were present:

COUNCILOR MCLAUGHLIN moved to suspend the rules and add a resolution regarding the presumption of in person City Council meetings. Seconded by COUNCILOR NAPOLITANO and 5-2 with COUNCILOR TAYLOR and COUNCILOR LEONARD opposed.

a. Ordinance Appropriating Revenues (Second Reading)
MAYOR BOVA moved to adopt the ordinance on second reading. Seconded by COUNCILOR LEONARD. Discussion occurred among the Council. The motion to approve was voted 5-2 with COUNCILOR MCCALLA and MAYOR BOVA opposed.
b. Ordinance Amending Title 3 Personnel (Second Reading)
- Amendment to Personnel Ordinance
MAYOR BOVA moved to amend the personnel ordinance to strike out the Controller position. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY. MAYOR BOVA moved to approve the ordinance as amended. Seconded by COUNCILOR CEGLIE and voted 5-2 with COUNCILOR MCCALLA and COUNCILOR MCLAUGHLIN opposed.
c. Resolution re: Authorizing the Tax Levy
MAYOR BOVA moved to adopt the resolution. Seconded by COUNCILOR NAPOLITANO and voted 5-2 with MAYOR BOVA and COUNCILOR MCCALLA opposed.
d. Resolution re: Omnibus Property Tax Relief & Replacement Act
MAYOR BOVA moved to adopt the resolution. Seconded by COUNCILOR NAPOLITANO and voted 5-2 with MAYOR BOVA and COUNCILOR MCCALLA opposed.
2. Action Item No. #5928/20 – RE: Supplemental Agreement #1, Contract #19- 039 - Janitorial Cleaning Services (w/accompanying resolution)
MAYOR BOVA introduced the communication and moved to adopt the accompanying resolution. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.
3. COVID 19 Status Update
CITY MANAGER NICHOLSON addressed the Council to provide an update.
The following members from the public addressed the Council:

Resolution regarding resuming in person City Council Meetings- J. McLaughlin
MAYOR BOVA moved to adopt the resolution. Seconded by COUNCILOR MCLAUGHLIN. COUNCILOR MCLAUGHLIN addressed the Council regarding the resolution. Discussion occurred among the Council. CITY MANAGER NICHOLSON addressed the Council regarding the resuming in person meetings.
Aida Neary, Bayview Ave., addressed the Council regarding the resolution.
COUNCILOR TAYLOR moved to amend the resolution to change the date of resuming meetings to July 8, 2020. Seconded by COUNCILOR MCLAUGHLIN and VOTED UNANIMOUSLY.
MAYOR BOVA moved to adopt the resolution as amended. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.
