MINUTES FOR AN EMERGENCY CITY COUNCIL MEETING
MARCH 10, 2020

The Council met in Emergency Session for the purposes of discussing the possible revocation of the parade permit for the St. Patrick’s Day Parade in light of the coronavirus outbreak. The meeting was held immediately following the previously scheduled Executive Session on March 10, 2020 at 5:00 p.m.
The CITY CLERK called the roll, and the following members were present:

MAYOR BOVA moved to hold the emergency meeting. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
CITY MANAGER JOSEPH J. NICHOLSON, JR. addressed the Council regarding COVID-19 guidelines set forth by the RI Department of Health and the CDC guidelines. Discussion occurred among the Council and CITY MANAGER NICHOLSON. The following members from the public addressed the Council regarding the parade:

COUNCILOR MCLAUGHLIN moved to revoke the license. Seconded by COUNCILOR LEONARD. The motion to revoke failed 3-4 with MAYOR BOVA, COUNCILOR NAPOLITANO, COUNCILOR LEONARD and COUNCILOR CEGLIE opposed.
