COUNCILOR BOVA requested the City Manager organize a meeting with the School Committee. COUNCILOR LEONARD raised concerns regarding the meeting being too early. COUNCILOR BOVA moved to receive the communication. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY.
COUNCILOR BOVA moved to approve the Consent Calendar in its entirety with the exception of item h. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY.
2. Entertainment License Expansion, NPG Hospitality, LLC, d/b/a Gurney’s Resort and Marina, 1 Goat Island, to expand their Class B outdoor entertainment license to have a skating rink with amplification on the North Lawn from November 15, 2021 through March 30, 2022- Restrictions imposed – Entertainment to end at 7:00 p.m. during the month of March 1-30, 2022 (Second Hearing)
COUNCILOR BOVA opened the public hearing. MAYOR NAPOLITANO moved to rescind the restriction which requires the entertainment to end at 7:00 p.m. during the month of March 2022. Seconded by COUNCILOR HOLDER. Discussion occurred among the Council. The motion to rescind the restriction failed 3-3.
COUNCILOR BOVA moved to approve the license as amended to include the restriction in March. Seconded by COUNCILOR HOLDER and VOTED UNANIMOUSLY.
3. Entertainment License, Renewal, Salve Regina University, d/b/a Casino Theatre, 9 Freebody St.

MAYOR NAPOLITANO moved to continue the resolution to November 10, 2021. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.
8. Amending Chapter 12.04 entitled, “Mapped Streets”, by adding new section 12.04.050, entitled, Green and Complete Streets (Second Reading)
COUNCILOR BOVA moved to adopt the ordinance on second reading. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY.
9. Action Item #6015/21 – RE: Blue Venture Forum – City Sponsorship (w/accompanying resolution)
COUNCILOR BOVA moved to receive the communication and adopt the accompanying resolution. Seconded by COUNCILOR FUERTE. COUNCILOR BOVA had questions regarding the sponsorship. CITY MANAGER NICHOLSON addressed the Council and provided additional details. The motion to approve was VOTED UNANIMOUSLY.
COUNCILOR BOVA moved to adjourn as Council and convene as Board of License Commissioners. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY (6-0).
