MINUTES OF THE MEETING OF THE COUNCIL

            In accordance with Section 2-2 of the Newport City Charter, the Council met on December 1, 2022, at which time they were administered the Oath of Office by U.S. Senator Louis DiPalma.

 

A G E N D A

 

1.      Election of Chair

 

            The CITY CLERK, as Chair pro-tems, called for nomination for Chair/Mayor. 

 

            COUNCILOR NAPOLITANO moved to appoint XAY KHAMSYVORAVONG as Mayor.  Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.

 

            The City Clerk calls for any other nominations.  Hearing none, COUNCILOR MCCALLA moved to close the nominations.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOULSY. 

 

             The City Clerk announces one ballot has been cast for XAY KHAMSYVORAVONG and announces he has been legally elected Chair of the Council for the 2022-2024 term.

 

            SENATOR DIPALMA administers the Oath of Office to XAY KHAMSYVORAVONG.

 

2.      Election of Vice Chair

 

            MAYOR KHAMSYVORAVONG called for nominations for Vice-Chair.  COUNCILOR CARLIN nominates LYNN UNDERWOOD CEGLIE to serve as Vice-Chair.  MAYOR KHAMSYVORAVONG seconds the nomination and ask if there any other nominations.  Hearing none, COUNCILOR HOLDER moves the nominations be closed.  Seconded by COUNCILOR CARLIN and VOTED UNANIMOUSLY.

 

            MAYOR KHAMSYVORAVONG directs the City Clerk to cast one ballot for LYNN UNDERWOOD CEGLIE.

 

            SENATOR DIPLAMA administered the Oath of Office to LYNN UNDERWOOD CEGLIE.

           

3.      Appointment of City Solicitor

 

            MAYOR KHAMSYVORAVONG asks for nominations for City Solicitor.  COUNCILOR NAPOLITANO nominated CHRISTOPHER J. BEHAN to serve as City Solicitor.  Seconded by COUNCILOR HOLDER and VOTED UNANIMOUSLY.

 

4.      Ratification of City Solicitor’s appointment of:

            a.         Assistant City Solicitor for Civil Litigation

            b.         Assistant City Solicitor of Law Enforcement

 

CITY SOLICITOR BEHAN nominated GIRARD GALVIN to serve as Assistant City Solicitor for Civil Litigation and WHITNEY ANDERSON to serve as Assistant City Solicitor for Law Enforcement.

 

SENATOR LOUIS DIPALMA administered the Oath of Office to CITY SOLICITOR BEHAN and ASSISTANT CITY SOLICITOR GALVIN.  (Assistant Solicitor Anderson was not present.)

 

5.         Ratification of City Council appointments of:

            c.         Municipal Court Judge

            d.         Probate Court Judge

 

MAYOR KHAMSYVORAVONG asks for nominations for Probate Judge.  VICE CHAIR CEGLIE nominates GREGORY F. FATER to serve as Probate Judge.  Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.

 

SENATOR DIPALMA administered the Oath of Office to GREGORY F. FATER.

 

MAYOR KHAMSYVORAVONG asks for nominations for Municipal Court Judge.  COUNCILOR HOLDER nominates J. RUSSELL JACKSON to serve as Municipal Court Judge.  Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.

 

SENATOR DIPALMA administered the Oath of Office to J. RUSSELL JACKSON.

 

            6.         Remarks by the Mayor and Members of the Council.

 

            Council members gave brief remarks.

 

            7.         Adjourn

 

            VICE-CHAIR CEGLIE moved to adjourn.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
