The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a meeting held in accordance with Governor McKee’s Executive Order 22-01 on January 12, 2022 at 6:30 p.m.

COUNCILOR LEONARD had questions regarding the event relating to safety. Claire Akin, Gray Matter Marketing, addressed the Council to answer questions. COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.

COUNCILOR LEONARD had questions regarding the event. COUNCILOR CEGLIE moved to approve. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to approve. Seconded by COUNCILOR BOVA. COUNCILOR HOLDER had questions regarding parking for the event. Gillian Fox, R.I. Arts Foundation addressed the Council to provide additional details regarding parking. Discussion occurred among the Council. The motion to approve was VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to approve the Consent Calendar in its entirety with the exception of items b. (1) (4), (6) & 7 (2). Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
2. Victualing License, Renewal, Sailor’s Sweet Tooth, Inc., d/b/a Kilwin’s Chocolates & Ice Cream, 262 Thames St. including outdoor patio on north side of building
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to adopt the ordinance. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to receive the communication. Seconded by COUNCILOR LEONARD. Federico Santi, addressed the Council regarding the group’s findings. Discussion occurred among the Council. Paul Szapary addressed the Council. The motion to receive was VOTED UNANIMOUSLY.
12. Action Item #6030/22 – RE: Bond Ordinance – Wastewater Treatment System (w/accompanying ordinance)
COUNCILOR CEGLIE moved to adopt the ordinance on first reading. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.
13. Action Item #6031/22 – RE: National Grid Petition – Lee’s Wharf – New Pole and Removal of Two (2) Existing Poles
COUNCILOR CEGLIE moved to receive and approve the communication. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.
14. Action Item #6032/22 – RE: Reservoir Road Tank Electrical Service Upgrade & National Grid Easement (w/accompanying resolution)
COUNCILOR CEGLIE moved to receive the communication and adopt the accompanying resolution. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.
15. Action Item #6033/22 – RE: Award of Contract - Asset and Information Management for the Water Distribution System - On-Call Professional Engineering Services, RFQ #22-012 (w/accompanying resolution)
COUNCILOR CEGLIE moved to receive the communication and adopt the accompanying resolution. Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

4. Application of Turnip Greens, LLC, d/b/a Stoneacre Wine & Spirits, 580 Thames St., Unit 8, holder of a Class A alcoholic beverage license to transfer ownership to Shiv Wine Corp. (Shiv Patel/Prutha Patel), d/b/a Midtown Liquor at the same premises (Hearing)
COMMISSIONER CEGLIE opened the public hearing. COMMISSIONER HOLDER questioned the d/b/a of Midtown Liquor and stated it may cause confusion. MAYOR NAPOLITANO moved to continue the hearing. Patrick Coyne, Esq., attorney for the transferor addressed the Board. Christopher Bender, transferor, addressed the Board. CITY SOLICITOR BEHAN addressed the Board. MAYOR NAPOLITANO moved to continue the hearing to January 26, 2022 and requested the applicant or representative be present and prepared to submit a new d/b/a. Seconded by COMMISSIONER HOLDER and VOTED UNANIMOUSLY.
