The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a meeting held on October 12, 2022 at 6:30 p.m. in the City Council Chambers, City Hall, 43 Broadway, Newport, RI 02840.
The CITY CLERK called the Roll and the following members were present:

REMOVED c. Communication from The Newport Yacht Club, re: Request to extend and amend the agreement with the City of Newport for a longer term (Receive and refer to city administration for a recommendation)
COUNCILOR CEGLIE moved to receive the communication. Seconded by COUNCILOR FUERTE. COUNCILOR LEONARD requested a copy of the lease be forwarded to the Council. The motion to receive and refer to City Administration was VOTED UNANIMOUSLY.
d. Communication from Parker Sizeland, re: Resignation from the Beach Commission (Receive with regret)
COUNCILOR CEGLIE moved to approve the Consent Calendar in its entirety with the exception of items c. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
2. Victualing License, New, The Quencher Newport, LLC, d/b/a The Quencher, LLC, 95 Long Wharf (In conjunction with liquor license transfer)
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY.
3. Farmers Market License, Aquidneck Community Table, d/b/a Aquidneck Grower’s Market, 151 Swinburne Row, Saturdays from 9:00 a.m. to 12:00 p.m. beginning November 5, 2022 through April 29, 2023
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR FUERTE and VOTED UNANIMOUSLY.
4. Walnut Street and Chestnut Street Rights of Way- A. McCalla, L. Ceglie
COUNCILOR CEGLIE introduced the resolution and moved for its passage. Seconded by COUNCILOR BOVA. Maureen Cronin Marosits, 45 Third St., addressed the Council regarding the rights of way and provided information from the Tree and Open Space Commission. CITY SOLICITOR BEHAN addressed the Council regarding the resolution. The following members from the public addressed the Council:

Discussion occurred among the Council. The motion to approve was VOTED UNANIMOUSLY.
5. Affirmative Action Plan update- J. Bova, A. McCalla
COUNCILOR MCCALLA introduced the resolution and moved for its passage. Seconded by COUNCILOR BOVA. Discussion occurred among the Council. Fern Lima, 22 Heath St. addressed the Council. The motion to approve was voted 6-1 with COUNCILOR LEONARD opposed.
COUNCILOR CEGLIE moved to adjourn as Council and convene as Board of License Commissioners. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
1. Class F-1 Daily Liquor License, Seamen’s Church Institute, d/b/a Landing Seafood Fest, 30 Bowen’s Wharf; October 15 & 16, 2022 from 11:00 a.m. to 8:00 p.m.
COMMISSIONER CEGLIE moved to adopt the Consent Calendar in its entirety. Seconded by COMMISSIONER LEONARD and VOTED UNANIMOUSLY.
2. Application of AMAR7377, LLC, d/b/a Bliss Road Beer, Wine & Spirits, 25 Bliss Rd., holder of Class A alcoholic beverage license to transfer ownership to S&S Fine Wine and Spirits, LLC (Steven Brownell-95% and Simone Ferrara-5%), d/b/a Bliss Road Fine Wine and Spirits, at the same premises (Hearing)
There was no public comment.
COMMISSIONER CEGLIE moved to close the public hearing and approve. Seconded by COMMISSIONER BOVA and VOTED UNANIMOUSLY.
3. Application of Celtica, LLC, d/b/a Celtica Public House, 95 Long Wharf, holder of a Class BV alcoholic beverage license to transfer ownership to The Quencher Newport, LLC (Scott Kirmil-40%, Adrienne Kirmil-40%, Joseph Piotti-20%), d/b/a The Quencher, LLC, at the same premises (Hearing)
There was no public comment.
COMMISSIONER CEGLIE moved to close the public hearing and approve. Seconded by COMMISSIONER BOVA and VOTED UNANIMOUSLY.
