The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a meeting held on October 26, 2022 at 6:30 p.m. in the City Council Chambers, City Hall, 43 Broadway, Newport, RI 02840.

COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR BOVA. COUNCILOR LEONARD had questions regarding the pickup and drop off location. The applicant was not present to answer questions. COUNCILOR LEONARD moved to continue the application to November 9 and requested the applicant be present. Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.
3. Entertainment License Renewal, Class A (indoors), NDC Enterprises, d/b/a Norey’s, 156 Broadway
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
4. 2022-2023 Victualing License Renewals (list attached):

COUNCILOR CEGLIE moved to approve the licenses with the exception of @ The Deck, Boat Dockside, Riptides, Surf Club, Rhumbline and Midtown Oyster Bar. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.

Appointments:
Juvenile Hearing Board- Quintan Jones (3-year term expires 10/26/2025)
MAYOR NAPOLITANO moved to appoint Quintan Jones to the Juvenile Hearing Board. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.
6. Newport Skatepark- L. Ceglie, E. Fuerte, C. Holder
COUNCILOR CEGLIE introduced the resolution and moved for its passage. Seconded by COUNCILOR FUERTE. Doug Sabetti, 60 Morrison Ave, Middletown, RI, addressed the Council on behalf of the Friends of Newport Skatepark and thanked city staff for their efforts in securing a new location. The motion to approve was VOTED UNANIMOULSY.
7. Amending Chapter, 10.24.010 entitled, “Parking Prohibited at all times in designated places” (First Reading)
COUNCILOR CEGLIE moved to approve the ordinance on first reading. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
8. Amending Chapter 10.20.170 entitled, “Towing by police division” (First Reading)
COUNCILOR CEGLIE moved to approve the ordinance on first reading. Seconded by COUNCILOR BOVA and VOTED UNANIMOUSLY.
9. Communication from Tanner L. Jackson, Esq., re: Residential Parking on George Street
COUNCILOR CEGLIE moved to receive the communication and refer to the city administration. Seconded by COUNCILOR BOVA. Tanner Jackson, Esq., addressed the Council and requested the matter come back to the Council after all abutters to George St. have been notified. CITY MANAGER NICHOLSON addressed the Council regarding the re-notice to the abutters. The motion to receive and refer was VOTED UNANIMOUSLY.
10. Action Item #6104/22 – RE: Temporary Increase in Purchasing Limits (w/accompanying resolution)
COUNCILOR CEGLIE moved to approve the communication and adopt the accompanying resolution. Seconded by COUNCILOR MCCALLA and VOTED UNANIMOUSLY.
