MEMBERS PRESENT: President Autiello, Feola, DiLorenzo, Giusti, Brady and DeStefanis were present. Amoriggi was absent. Also present were Mark Welch, Legal Counsel, MaryAnn DeAngelus, Town Clerk and Troy Campopiano, Deputy Town Clerk.

Discussion and possible action/vote with regard to the acceptance of meeting minutes from the meetings of August 1, and August 16, 2017 to be accepted/approved by the Town Council.
Upon a motion made by DiLorenzo and seconded by Brady, it was voted to accept the meeting minutes.
At the request of Mayor Lombardi, a motion is in order to convene into Executive Session pursuant to R.I.G.L. Sections 42-46-4 and 42-46-5 (a)(2), anticipated litigation, regarding the matter of Rosemarie DeMarco, Kimberly DeMarco & Heather Ardente vs. the Town of North Providence.
Upon a motion made by Brady and seconded by Feola, it was voted to convene in Executive Session.
Reconvene back into open session.
Upon a motion made by Brady and seconded by DeStefanis it was voted to convene in open session.
Council President to report out votes/minutes taken in Executive Session or entertain a motion to seal votes/minutes if applicable pursuant to RIGL Sections 42-46-4, 42-46-5 & 42-46-7.
Upon a motion made by Brady and seconded by Giusti, it was voted to seal the minutes of the Executive Session.
Notice was given of a Public Hearing to be held this date in the Providence Journal on August 18 and 25, 2017 for a BV Liquor License from:
White Horse Vapor Stores, LLC.

Owner, Dino Baccari was present to represent the business and answer questions. During the hearing Joseph Iacofano, the owner of the buildings son got up and stated that they are opposed to a liquor license and the lease did not allow it. It was very confusing for both the council and the applicant who stated that Mr. Iacofano’s father knew about this project. After some time and upon a motion made by Giusti and seconded by Feola, it was voted to defer this item until things could be worked out between tenant and landlord.
Town Council consideration and possible vote on an application for a Victualling License filed by White Horse Vapor Stores , LLC, d/b/a White Horse Vapor, 1483 Mineral Spring Avenue, North Providence.
Dino Baccari was present and stated that he would get a copy of the lease for the council to look at. Upon a motion made by DeStefanis and seconded by DiLorenzo, it was voted to grant the victualling license. Subject to all necessary requirements.
Notice was given of a Public Hearing to be held this date in the Providence Journal on August 18 and 25, 2017 for a transfer of a BV Liquor License:

Owner Juliette Arias was present and answered questions of the council. Upon a motion made by Brady and seconded by DiStefanis, it was voted to grant subject to all necessary requirements.

Owner Juliette Arias was present and answered questions of the council. Upon a motion made by Brady and seconded by DeStefanis, it was voted to grant subject to all necessary requirements.
Town Council to consider approval of an Entertainment License for Juliette Arias, d/b/a Grated Mix, 1270 Mineral Spring Avenue, North Providence.
Owner Juliette Arias was present and answered questions of the council. Upon a motion made by Brady and seconded by DeStefanis, it was voted to grant subject to all necessary requirements.
PROPOSED ORDINANCES:: Notice was given of a Public Hearing on this day whereby the Town Council would consider passage of the following proposed ordinance.
Upon a motion made by Giusti and seconded by Brady, it was voted to pass this item off the agenda.
Town Council to consider the approval of a petition to abandon a portion of Terrace Street, submitted by Douglas Avenue Associates, Inc. and U.S. Development II, LLC.. The petition was advertised on August 11, 18 and 25, 2017 for hearing on this date.
Attorney Moses was available for any questions from the council and after a short discussion it was voted to continue this item to next month (as per the new abandonment process)
Town Council to consider the approval of a petition to abandon a portion of Plympton Street, submitted by The Town of North Providence. The petition was advertised on August 18, 25 and September 1, 2017 for hearing on this date.
Attorney Morris was available for any questions from the council and after a short discussion it was voted to continue this item to next month (as per the new abandonment process).
Town Council to consider approval of an application from the Town of North Providence to amend the Zoning Ordinance of the Town of North Providence to change Lots 194, 236 and 336 on Assessors Plat 22A from Commercial Professional (CP) to a district denoted as Institutional (IS)
Attorney Kelly Morris, Planning Director David Westcott, Mayor Lombardi and Architect John Racine were present and answered questions of the council. After a short discussion the following two (2) motions were made:
1) Upon a motion made by Brady and seconded by Feola, it was voted to pass the amendment to the Zoning Ordinance and Map.
2) Upon a motion made by Brady and seconded by Feola, it was voted to advertise the draft ordinance for hearing in October.
Town Council to consider approval of a Firearms License
(Catalog Sales Only) for Scott Layne d/b/a The Firing Layne, 238 Lexington Avenue, North Providence.
Scott Layne was present and a discussion ensued between him, the Chief of Police David Takoian (who was in the audience) and the council members about whether the applicant had to get his ATF approval before or after his town approval. After a short discussion this item was deferred to next month so that research could be done.
Town Council to consider the approval/permission for William Francis and residents of Leah Street to have a Neighborhood Block Party and block off the street on October 28, 2017 from 12pm to 9pm.
William Francis was present and stated that he talked to all neighbors except for two of them and they were on board. (He also had a petition). After a short discussion this item was deferred to October so that the applicant could receive Police and Fire approval.
Town Council to consider approval of a renewal of a Private Detective License from Michael Caswell of 46 Sherwood Avenue, North Providence.
Michael Caswell was present. Upon a motion made by Brady and seconded by DeStefanis, it was voted to approve the application for a Private Detective License.
Councilman Giusti requests discussion and possible vote on an amendment to allow prorating the Homestead Exemption (State passed enabling legislation).
Upon a motion made by Giusti and seconded by Brady, it was voted to pass this off the agenda.
Councilman Giusti requests discussion and possible vote on “No Thru Trucking” on East Avenue.
Councilman Giusti spoke about issues in this area then made a motion, seconded by Brady to refer this to the Ordinance Committee.
Councilman DiLorenzo requests discussion and possible vote regarding rodent control and trash containers.
Councilman DiLorenzo spoke in reference to problems with rodents in his neighborhood and stated that the administration is looking into getting trash receptacles. Many People from the public spoke on this matter. After a lengthy discussion the following motions were made:
1) Upon a motion made by DiLorenzo and seconded by DeStefanis and Brady, it was voted to send a communication to the administration asking that a part time person be hired to check neighborhoods for trash violations and business owner dumpsters as well.
2) Upon a motion made by DiLorenzo and seconded by DeStefanis to send to the Ordinance Committee to create an ordinance to be able to fine residents for putting bags on the corner that are not in trash bins.
3) Upon a motion made by DiLorenzo and seconded by Brady, it was voted to send a letter to Frank Sanchez, President of Rhode Island College addressing the rodent issue that the construction there has caused.
4) Upon a motion made by DeStefanis and seconded by Brady, it was voted to send a letter to National Grid to appear at the next regular meeting to address multiple properties in the Charles Street Area that they own.
Councilwoman Brady requests discussion and possible vote with regard to the status of the Town Council Chambers Refurbishing Project.
Councilwoman Brady gave an update on the project and stated that they were looking to start October 17th and should be complete by January 1st. After a short discussion and upon a motion made by Brady and seconded by Giusti, it was voted to send letters to the boards, committees, groups, etc. that use the council chambers regularly so that they can get other meeting places during this time period.
Councilman DeStefanis requests discussion and possible vote on creating a plan to rehab existing parks, playgrounds and ballfields within the Town of North Providence.
Councilman DeStefanis spoke in reference to the parks, playgrounds and ballfields in the town needing upgrades and fixes. He stated that DEM has grants for Recreation Departments and Mayor Lombardi stated that the town is applying for these grants. After a short discussion and upon a motion made by DeStefanis and seconded by Brady, it was voted to from a committee to come up with a plan to prioritize work to our parks.
Councilman DeStefanis requests discussion and possible vote on purchasing additional temporary speed bumps.
Councilman DesStefanis spoke in reference to the many calls that he gets from constituents to put temporary speed bumps in their neighborhoods. Mayor stated that temporary speed bumps are very expensive ($2,800.00 each) and have to come up in the winter. Permanent speed bumps are safer and less expensive. Chief of Police David Takoian spoke saying that he has spoken to his officers and wants them spending more time in the neighborhoods and that if there is an issue that anyone has with speeding or any other issue to pick up the phone and call him.
Town Council discussion and possible vote with regard to letter received from William Woodward of the Historic District Commission and appointments to the following boards:
A) BOARD OF CANVASSERS- (Democratic Alternate)-Upon a motion made by Giusti and seconded by Brady, this item was continued to next meeting.
B) ZONING BOARD –(Reappointment)-Upon a motion made by DiLorenzo and seconded by Brady, it was voted to reappoint Brendon Snodgrass to the Zoning Board.
Discussion about and letter read from William Woodward. Upon a motion made by Giusti and seconded by Feola, it was voted to send Beverly Burgess, Chair of the Historic District Commission, a copy of the letter from Woodward saying that he wanted to continue to serve on the board and to ask that she let the council know if he is attending meetings.
Town Council discussion and possible vote with regard to the Ordinance Committee Report and approval, denial or referral of items within said report, to be presented by Councilman Giusti. (NEXT FOUR ITEMS ARE PART OF THE ORDINANCE COMMITTEE REPORT).
Upon a motion made by Giusti and seconded by Brady, it was voted to accept the Ordinance Committee Report.
Upon a motion made by Brady and seconded by Feola, it was voted to put Ordinance 17-009 on for hearing in October.
Upon a motion made by Brady and seconded by DiLorenzo, it was voted to put Ordinance 17-010 on for hearing in October.
Upon a motion made by Brady and seconded by Giusti, it was voted to put Ordinance 17-011 on for hearing in October.
Discussion and vote on Resolution 17-003 of the Town of North Providence to request the General Assembly take the necessary steps to amend Article 20, Chapter 1, Section 20-1-2 and 20-1-3 as well as Chapter 2, Section 20-2-1 of the North Providence Town Charter concerning the North Providence Purchasing Board.
Upon a motion made by Giusti and seconded by Brady, it was voted to continue Resolution 17-003 to October.

Upon a motion made by DeStefanis and seconded by Brady, it was voted to refer the above mentioned claims to the Claims Committee.
Town Council discussion and possible vote with regard to the Claims Committee Report and approval, denial or referral of claims, within said report, to be presented by Councilman Feola.
Councilman Feola read report and upon a motion made by Giusti and seconded by Brady, it was voted to accept the Claims Committee Report.
Town Council discussion and action/possible vote for the approval of the list of Tax Addenda received from Tax Assessor in the amount of $36,234.48 for Real Estate and $205,645.21 for Tangibles.
Upon a motion made by Giusti and seconded by Brady, it was voted to grant the list of Tax Addenda received from Tax Assessor in the amount of $36,234.48 for Real Estate and $205,645.21 for Tangibles.
Town Council discussion and action/possible vote for the approval of the list of Tax Abatements under $1,000.00 received from the Tax Assessor in amount of $4,005.16 for Real Estate, $953,821.10 for Motor Vehicle and $767.19 for Tangibles.
Upon a motion made by Brady and seconded by Giusti, it was voted to abate the list of Tax Abatements under $1,000.00 received from the Tax Assessor in amount of $4,005.16 for Real Estate, $953,821.10 for Motor Vehicle and $767.19 for Tangibles.
