City Council, November 12, 1987.

A regular session of the City Council is held Thursday, November 12, 1987, at eight nine o'clock p.m. All the members are present except Councilmembers Durand, Hodge, Lynch and Rabbitt and President Doyle presides.

The reading of the records of October 21, 1987, is dispensed with and the records are approved as prepared by the Clerk.

549   Communication from Walter J. Pulawski, City Engineer, relative to grade and curb on Dodge St from East Providence Line to Fred Street is READ AND ORDERED FILED.

The matter of establishing grade, also establishing sidewalks and curbing Dodge Street from East Providence Line to Fred Street which was advertised for a hearing at this time, is taken up, and it appearing from the return of the certified mail receipts that all persons interested have been notified to appear, and no persons appearing to object thereto, on the following roll call vote:

Ayes - President Doyle, Councilmembers Calista, Carney, Houle and Magill.

18   Upon Motion made by Councilman Houle, seconded by Councilman Carney, the communication from Dave Andrade requesting to tie into the Pawtucket Sewer System located at 89 Julian Street is approved provided it meets all the necessary requirements of the following: City Planning Commission, City Engineer, Director of Public Works, and Water Supply Board on a roll call vote, as follows:

The Resolution Urging all Local Merchants to Adopt and Activate a Comprehensive Program Designed to end their current use of CFC Manufactured Faom Products is POSTPONED UNTIL NOVEMBER 25, 1987, City Council Meeting due to the fact that Councilman Lynch, sponsor of this resolution, is in Ireland with his family and has done a lot of research in this matter and Councilman Lynch would like the opportunity to present this information to the City Council himself at the next meeting.

The Clerk is instructed to send a communication to Mayor Kinch requesting a status report regarding a foot patrolman to be assigned in the area of Barton and Dexter Streets. A response is requested in time for the City Council meeting to be held on November 25, 1987.

The Clerk is instructed to send a communication to Councilman Kevin Rabbitt, Chairman of the Snow Plowing Committee, requesting that he schedule a meeting of this committee in the very near future and invite Makram H Megalli, Director of Public Works and Ron Leitao, Supervisor of Streets & Bridges.

THE CHAIR RECOGNIZES COUNCILMAN CALISTA.

With majority consent of the Council, the following Motion made by Councilman Calista, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Mayor Kinch, in his capacity as Public Safety Director, regarding implementing measures to curb speeding motorists on Newport Avenue.

Councilman Calista is requesting that he consider doing the following:

a. Consider placing more signs on Newport Avenue stressing that speed is strictly controlled by Radar.

b. Seek from the State Police (Newport Avenue being a State Highway) their backing or sharing the cost of Radar Patrols.

c. Sign warning that Radar is being used, similar to the sign in South Attleboro, Mass., as you enter Pawtucket.

d. Check into the possibility of having a wrecked auto somewhere on Newport Avenue so that it will be a reminder to speeders that "Speed Kills."

e. Possibility of having early morning radar patrols.

Councilman Calista further requests an estimate of the cost of placing indefinite radar patrols on Newport Avenue especially between the hours of 6 AM and 7 AM.

President Doyle requests that his suggestion be added into Councilman Calista's remarks regarding Newport Avenue. President Doyle is requesting that he check with the Department of Transportation regarding the timing of the traffic signals; i.e. look into the possibility of timing the lights in such a way that it will prohibit motorists from racing from one end of Newport Avenue to the other end.

THE CHAIR RECOGNIZES COUNCILMAN HOULE.

With majority consent of the Council, the following Motion made by Councilman Houle, seconded by Councilman Carney, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Normand Morel regarding the Council's endorsement of the Community Counseling Services campaign against child abuse. The Council feels that his cooperation in providing this information through the Public Access Channel will be very valuable to the community.

With majority consent of the Council, the following Motion made by Councilman Calista, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Matthew J. Gill, Director, Department of Transportation, regarding the East Providence Industrial Highway. The Council would like to stress its urgent support for beginning Phase I immediately. Councilman Calista does not want to wait for the entire project which will be several years away. Pawtucket needs the relief now from the traffic on Newport Avenue which is steadily increasing.

With majority consent of the Council, the following Motion made by Councilman Carney, is passed on a unanimous voice vote:

The Clerk is instructed to notify William E Wolf, President, E C Wolf Ltd Inc d/b/a Bess Auto Sales at 263 Dexter Street that his Second Hand Shop License #103 is being revoked immediately because he has failed to clean up his property which the City Council discussed with him on July 22, 1987. Further, the Clerk is instructed to request Chief King to deliver notice to the owner of Bess Auto Sales and to return the Second Hand Shop License #103 to this office.

Upon Motion made by Councilman Houle, seconded by Councilman Carney, the meeting is adjourned at eight fifty five o'clock p.m.
