City Council, November 8, 1989.
A regular session of the City Council is held Wednesday, November 8, 1989, at eight twenty eight O'clock p.m. All the members are present and President Houle presides.
The Council conducts a Public Hearing on the following:
Ordinance in Amendment of Chapter 1097 of the Ordinances of the City of Pawtucket, also known as Chapter 31 of the revised Ordinances of the City of Pawtucket, Entitled "Zoning Ordinance." (Repeal Section 31-30 Nonconforming lots.)
Petition for SECOND HAND SHOP LICENSE of Joaguim L. Almeida d/b/a Jack & Son Auto Sales, at 1012 Main Street, Pawtucket, Tax Assessor's Plat #56, Lot #647 & #648, for the purpose of purchasing and selling second hand articles, specifically used cars, which was advertised for a hearing at this time, is taken up: LIC # 106
Speaking in favor is the Attorney, Thomas Grasso, representing the applicant, 174 Armistice Boulevard.
Mr. Grasso states that the Zoning Board granted Mr. Almeida a variance with conditions as follows:
1. Screening be placed on rear fence and kept completely enclosed.
2. Sidewalk be kept clear of debris.
3. No cars be stored in front except when work is completed on them.
4. No litter, junk or trash be stored on premises overnight.
5. Autos be stored in rear screened area.
There are no other speakers.
The hearing is closed.
Upon Motion made by Councilman Robert Lynch, seconded by Councilman Calista, the petition of Joaguim L. Almeida d/b/a Jack & Son Auto Sales, at 1012 Main Street, for a Second Hand Shop license is GRANTED on a unanimous voice vote with the following Conditions:

The Clerk is instructed to send a communication to Michael Burns, Traffic Department, asking him to conduct a traffic study on ways to slow traffic on Burgess Avenue. Councilman Rabbitt has received many complaints from residents that people are cutting down Burgess Avenue to avoid the 25 mile speed limit on Newport Avenue. Also, Councilman Rabbitt would like his opinion on putting a 4-way stop sign at the location, or turning the stop signs that are now there.

The Clerk is instructed to send a communication to Richard DeLyon, Commander of Pawtucket Police Department, asking him to notify each officer who patrols on Division Street, to tag all trucks which use this street, not in compliance with the "No Thru Trucking" regulations. Councilman Barry is concerned by many reports of Police Officers who watch the trucks go by, and do not tag them. Councilman Barry has witnessed this himself.

The Clerk is instructed to send a communication to Mayor Brian J. Sarault, and the Board of Canvassers to make sure that in the future, if City money is used to provide a pamphlet to the public on local referenda, that all referenda be included in that pamphlet, that the information be totally unbiased and that you contact the Secretary of State's Office for help in preparing the pamphlet.
