City Council, December 8, 1993
A regular session of the City Council is held Wednesday, December 8, 1993, at eight eight o’clock p.m. All the members are present except Councilor Kinder and President Barry presides.
THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE RENAMING OR RENUMBERING OF A PORTION OF CUTE STREET.
THE COUNCIL RECONVENES AT 8:09 PM.
The reading of the records of November 24, 1993, are dispensed with and the records are approved as prepared by the Clerk.
Upon Motion made by Councilor Vieira, seconded by Councilor Calista the *Consent Agenda is approved on a unanimous voice vote:

With majority consent of the Council, the following Motion made by Councilor Rabbitt, seconded by Councilor Calista, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Edward D. Wardyga, forwarding to him for his information a copy of a letter from Fred Ihenacho, regarding the Darlington Sewer & Drainage Study.

With majority consent of the Council, the following Motion made by Councilor Vieira, seconded by Councilor Calista, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Elmo Jimenez, President of Garcia’s Auto Sales Inc., requesting that he appear before the City Council on Wednesday, January 5, 1994, regarding his Auto Repair Shop and Second Hand Shop Licenses.
THE CHAIR RECOGNIZES COUNCILOR CALISTA.
With majority consent of the Council, the following Motion made by Councilor Calista, seconded by Councilor Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to William Mulholland, Director of Parks and Recreation, to ask that he consider putting the lights on at the McCoy Stadium Annex Track for a reasonable period of time each evening, so that people who wish to use the track after work, will not have to do so in the dark.
The Council recognizes the budget problems he faces, but feels that some compromise on this can be reached.
Review of Tax Agreement for the proposed Registry building in Pawtucket is LAID ON THE TABLE on a unanimous voice vote.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, the following Motion made by Councilor Doyle, seconded by Councilor Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to William J. Lynch, Esq., for an update on the negotiations for the registry building in Pawtucket.
The Council took up the extension of the tax agreement with Mr. Yip concerning that building, and Tabled it pending a response to this communication. The Council wants to be sure that it will not be put in a position of extending tax forgiveness for an extended period of time.

With majority consent of the Council, the following Motion made by Councilor Vieira, seconded by Councilor Clement, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Bruce Young, Director of Collections and Disbursements, regarding the tax deadline for the third quarter taxes which are due January 15, 1994.
Since January 15th falls on a Saturday, the Council would like him to put a press release in the paper, notifying people that they have until the end of business on January 17th to pay their quartely taxes.
Petition for SECOND HAND SHOP LICENSE of Robert J. DiFilippe d/b/a Secondaries, 559 Smithfield Avenue, Tax Assessor’s Plat 47, Lot 285, to keep a shop for purpose of purchasing and selling second hand articles, specifically second hand clothing, which was advertised for a hearing at this time, is taken up:
Speaking in favor is Robert DiFilippe, 8 Robin Street, North Providence, RI.
Mr. DiFilippe states that he is the owner of the building.
He will be selling pre-owned top quality clothes.
He states that he has lot for parking. The hours will be from 10:00 am to 5:00 pm, Tuesday - Firday, maybe Saturday.
There are no others speakers.

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
Upon Motion made by Councilor Vieira, seconded by Councilor Clement, the Clerk is instructed to speak with Jack Rahill, Finance Director, regarding the payment of overtime to coaches at the Schoold Department. The Clerk is to ask Mr. Rahill if he received the last letter from the Council regarding said payments. If he did and he concurs with the Council’s decision, he should so notify Emile Chevrette, Superintendant of Schools. If he does not concur, he should come to the Council meeting on the 17th day of December, to discuss his concerns.

Speaking in favor of the application is Enrique Geraldino, 40 Middle Street, Pawtucket, RI.
Mr. Geraldino states that his hours of operation will be from 8:00 am to 6:00 pm, Monday through Saturday. He will have two employees.
He states that he has permission to store vehicles on the lot across the street and he will not be using the lot in front of the building. He states that the owner of the building is working to bring it up to meet standards.
He apologizes for using his Central Falls License at this location for 3 weeks.
