A regular session of the Pawtucket City Council is held Wednesday, January 19, 2000, at eight o’clock p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

The Clerk is instructed to send a communication to His Honor, Mayor James E. Doyle, asking that he request the purchasing agent to suspend the policy of offering surplus equipment to city employees until a Charter amendment is made to change the method of disposing said equipment.  The Council feels that this equipment should not be offered exclusively to city employees, but should be made available to all residents of the city.

Speaking in favor is applicant Ronald J. Gobin, Jr., 54 South Street, Lincoln, RI.

 

Mr. Gobin states that the business will be located in the storefront of the three-tenement house, at 150 Benefit Street.

 

This will be a part time antique business, which will be open on the weekends as a hobby.

 

Mr. Gobin does not anticipate any parking problems, and much of the business will be done over a website.

 

Signage will be in the window.

 

There are no other speakers.

588      RESOLUTION IN SUPPORT OF LEGISLATION THAT WILL AUTHORIZE THE CITY OF PAWTUCKET TO LICENSE USED AUTOMOBILE DEALERSHIPS AS “MOTOR VEHICLE REPAIR BUSINESSES.”

 

The following resolution is taken up:

 

RESOLUTION IN SUPPORT OF LEGISLATION THAT WILL AUTHORIZE THE CITY OF PAWTUCKET TO PROVIDE TAX EXEMPTIONS TO VARIOUS GROUPS OF TAXPAYERS AS A REDUCTION IN THE ASSESSED VALUE OF THEIR PROPERTY.

 

THE CHAIR RECOGNIZES COUNCILOR CARR.

 

With majority consent of the Council, Councilor Carr introduces the following amendment to the proposed legislation that is attached to the above entitled resolution:

 

Add to Section 44-3-50 (a):

 

…for any person that owns real estate that is individually listed or a contributing structure in a National Register of Historic Places and is listed on the City of Pawtucket’s local historic district as defined in section 45-24.1-1.1, or is individually listed as a local historic district at $30,000.

 

Upon motion made by Councilor Carr, seconded by Councilor Hodge, the following amendment is APPROVED on a unanimous voice vote:

 

Add to Section 44-3-50 (a):

 

…for any person that owns real estate that is individually listed or a contributing structure in a National Register of Historic Places and is listed on the City of Pawtucket’s local historic district as defined in section 45-24.1-1.1, or is individually listed as a local historic district at $30,000.

 

THE CHAIR RECOGNIZES COUNCILOR BRAY.

 

With majority consent of the Council, Councilor Bray introduces the following amendment to the proposed legislation that is attached to the above entitled resolution:

 

Add to Section 44-3-50 a new section (b) and change the original section (b) to section (c):

 

(b)  Notwithstanding the language in §44-5-13.2.5 of the general laws, all individuals who are receiving the three (3) year exemption for increases in the assessed value of their real property, not exceeding fifteen thousand dollars ($15,000) cumulatively, resulting from alterations and improvements to their real property as provided for under this section shall not have the three (3) year time period reduced by the implementation of revaluation.

 

Upon motion made by Councilor Bray, seconded by Councilor Hodge, the following amendment is APPROVED on a unanimous voice vote:

 

Add to Section 44-3-50 a new section (b) and change the original section (b) to section (c):

With majority consent of the Council, Councilor Bray introduces the following amendments to the proposed legislation that is attached to the above entitled resolution:

 

Add to Section 44-5-20.2 (A)(1):

 

This property includes all mobile and manufactured homes.

 

Add to Section 44-5-20.2 (A)(1):

 

…and all residential real estate that consists of six (6) dwelling units in which at least one (1) unit is owner occupied.

 

Change Section 44-5-20.2 (A)(2):

 

(2)  Class 2 – all commercial and industrial real estate and all residential real estate which consists of six (6) or more dwelling units in which no units are owner occupied and all residential real estate which consists of more than six (6) dwelling units.

 

Upon motion made by Councilor Bray, seconded by Councilor Grebien, the following amendments are APPROVED on a unanimous voice vote:
