A special session of the Pawtucket City Council is held Monday, November 28, 2022, at 6:01 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Moran, Councilors Araujo, Gregor, Mercer, Schuette, Stachowiak, and Wildenhain.

 

Absent – Councilors DaRosa and Vasquez.

 

President Moran presides.

THE COUNCIL RECESSES AT 6:03 PM TO CONDUCT A PUBLIC HEARING ON THE FOLLOWING:

 

AN ORDINANCE IN AMENDMENT OF CHAPTERS 1810, 1845, 1853, 1899, 1933, 1971, ‎‎1995, 2007, 2037, 2114, 2262, 2496, 2511, 2547, 2864, 3174, 3221 AND 3236 OF THE ‎ORDINANCES OF THE CITY OF PAWTUCKET, APPROVING AMENDMENT NO. 18 TO ‎THE PAWTUCKET REDEVELOPMENT PLAN, WHICH AMENDS THE CITY’S REDEVELOPMENT PLAN AND ADOPTS A PROJECT PLAN FOR PHASE 1A OF THE “TIDEWATER LANDING PROJECT”

The following ordinance, which is returned by the Finance Committee and Ordinance Committee with a recommendation for APPROVAL, is taken up:

 

AN ORDINANCE IN AMENDMENT OF CHAPTERS 1810, 1845, 1853, 1899, 1933, 1971, ‎‎1995, 2007, 2037, 2114, 2262, 2496, 2511, 2547, 2864, 3174, 3221 AND 3236 OF THE ‎ORDINANCES OF THE CITY OF PAWTUCKET, APPROVING AMENDMENT NO. 18 TO ‎THE PAWTUCKET REDEVELOPMENT PLAN, WHICH AMENDS THE CITY’S REDEVELOPMENT PLAN AND ADOPTS A PROJECT PLAN FOR PHASE 1A OF THE “TIDEWATER LANDING PROJECT”

 

THE CHAIR RECOGNIZES COUNCILOR MERCER

 

Upon motion made by Councilor Mercer, seconded by Councilors Wildenhain and Araujo, the following AMENDMENT to the above ordinance is taken up:

 

Amend the following:

 

On page 2, the paragraph under “NOW THEREFORE, the City Council…” which begins with “2.” shall read as follows:

 

2.   The estimated sources of funds for carrying out Phase 1A of the Tidewater Landing Project as provided in the Amended Redevelopment Plan and Project Plan are expected to be $45.5 million of owner equity provided by Tidewater Stadium, LLC, the stadium owner and operator, $31.5 million of Commercial Property Assessed Clean Energy (C-PACE) debt financing, $1.5 million of investment from the food and beverage operator, $10 million from net proceeds of Rebuild Rhode Island tax credits, $10 million of net proceeds from a Municipal TIF bond issued by the PRA on behalf of the City or from other legally available revenues American Rescue Plan Act of 2021 revenue replacement funds provided by the City, which are hereby appropriated for that purpose, and $25.5 million of net proceeds from the sale of revenue bonds issued by the PRA payable from certain existing State tax revenues generated in the Arts District, the Ballpark ‎District and the Growth Center District.

 

 

Upon motion made by Councilor Mercer, seconded by Councilors Wildenhain and Araujo, the following amendment is PASSED on a roll call vote, as follows:

 

 AYES - President Moran, Councilors Araujo, Gregor, Mercer, Schuette, Stachowiak, and Wildenhain.

 

NOES – 0.
