Amend the following:
A. Any person violating any of the provisions contained in § 263-3 through and including § 263-19 § 263-20 of this chapter shall be deemed guilty of a violation and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500), and in addition shall pay all costs and expenses involved in the offense. Each day such violation is committed or permitted shall constitute a separate offense and shall be punishable as such hereunder.

C. (1) Any person who disposes or whose vehicle, either owned or leased, is used to dispose of heavy debris other than at a solid waste management facility licensed by the director of the department of environmental management of the state or through a scheduled picked up by the Department of Public Works shall be deemed to have created an unsanitary condition and a nuisance. A person convicted of a violation of this ordinance shall be subject to a fine in an amount of five hundred dollars ($500) per day of the violation. Each day such violation is committed or permitted shall constitute a separate offense and shall be subject to a fine of five hundred dollars ($500) per offense. In addition to fines, each person convicted of improperly disposing of heavy debris under this ordinance shall be responsible for all costs and expenses incurred by the City including, the value of any work to remove and property properly dispose of the illegally dumped heavy debris, the value of any work to remediate or clean any areas affected by the illegally dumped heavy debris. The hourly value of services performed by personnel and/or equipment shall be set by an appropriate person, such as a department head, and shall be reasonably related to the value of similar services performed by private companies or entities in the marketplace. Additionally, the court has the discretion to impose up to 60 hours of community service to be performed at a non-profit organization and must be completed within one year of the offense date.

(1) Sent with the annual real estate tax bill; and
(2) Published in a newspaper of general circulation at least four (4) weeks prior to the start of street sweeping season; and
(3) Posted on signs on the streets to be cleaned; and
(4) Posted on the City of Pawtucket website and/or respective social media pages; and
ADD: (5) Called prior to the start of street sweeping season by CodeRed or other automated telephone calling service used by the City with a message informing the public of where to find the dates as described in Section (B)1-4 above.
