A regular session of the Pawtucket City Council was held Wednesday, November 5, 2025, at 7:26 p.m., in the Temporary City Council Chambers, 2^nd Floor, 100 Freight St., Pawtucket, RI.

 

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Rubio, Stachowiak and Wildenhain.

 

Absent – Councilor Moreno.

 

President Mercer presided.

 

 

1.      The reading of the records of the October 22, 2025 City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

 

2.      Upon motion made by Councilor Araujo, seconded by Councilor Rubio, the *Consent Agenda was APPROVED on a unanimous voice vote:

1. 613 Communication from Frank J. Milos, Jr., Esq., City Solicitor, to the Honorable Terrence E. Mercer, City Council President (Annual Report – Suits and Actions)

 

2. 061 Communication from Jeannine S. Bourski, Deputy Finance Director, to the Honorable Members of the Pawtucket City Council (Statement of Estimated, Realized and Unrealized Revenues for the fiscal period July 1, 2025, through September 30, 2025)

3.      Upon motion made by Councilor Wildenhain, seconded by Councilor Araujo, the agenda was amended to include the following resolution, on a unanimous voice vote:

 

RESOLUTION AUTHORIZING CITY ACTIONS AND FINANCING DOCUMENTS IN CONNECTION WITH THE REFUNDING OF PAWTUCKET REDEVELOPMENT AGENCY REVENUE BONDS ISSUED TO FINANCE A PORTION OF PHASE 1A OF THE “TIDEWATER LANDING PROJECT”

 

Upon motion made by Councilor Wildenhain, seconded by Councilor Moran, the following resolution was REFERRED TO THE FINANCE COMMITTEE, on a unanimous voice vote:

 

RESOLUTION AUTHORIZING CITY ACTIONS AND FINANCING DOCUMENTS IN CONNECTION WITH THE REFUNDING OF PAWTUCKET REDEVELOPMENT AGENCY REVENUE BONDS ISSUED TO FINANCE A PORTION OF PHASE 1A OF THE “TIDEWATER LANDING PROJECT”

588      RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A TRI-PARTY AGREEMENT, AMENDING THE GROUND LEASE AGREEMENT WITH FORTUITOUS TIDEWATER OZ, LLC AND AUTHORIZING AN AFFORDABLE SITE LEASE WITH PENNROSE, LLC FOR THE PROPERTY LOCATED ON SCHOOL STREET AND AS FURTHER DESCRIBED IN THE EXHIBIT TO THE TRI-PARTY AGREEMENT.

 

 

6.      Communication from Kyle McElroy, Urban Resiliency Manager, to the Honorable Terrence E. Mercer, City Council President (City of Pawtucket 2025 Outdoor Recreation Grants – Acquisition and Development) – WAS READ AND ORDERED FILED

588      RESOLUTION OF THE CITY COUNCIL APPROVING THE SUBMISSION OF AN APPLICATION TO THE RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT FOR THE 2025 RHODE ISLAND OUTDOOR RECREATION GRANTS

 

8.      UPON RECOMMENDATION OF THE COMMITTEE ON CLAIMS AND PENDING SUITS, THE MOTION TO DENY THE FOLLOWING CLAIMS FOR DAMAGES AGAINST THE CITY WAS APPROVED ON A ROLL CALL VOTE, AS FOLLOWS:
