A regular session of the Pawtucket City Council was held Wednesday, October 22, 2025, at 7:03 p.m., in the Temporary City Council Chambers, 2^nd Floor, 100 Freight St., Pawtucket, RI.

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moreno, Stachowiak and Wildenhain.

Absent – Councilors Moran and Rubio.

President Mercer presided.

1. The reading of the records of the October 8, 2025 Committee on Claims and Pending Suits meeting and City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

2. Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote:

PRESIDENT MERCER REQUESTED THAT ELIZABETH MOREIRA, DEPUTY DIRECTOR OF ADMINISTRATION, CONTACT THE CITY’S FISCAL ADVISORS TO DETERMINE THEIR AVAILABILITY TO ATTEND A SPECIAL MEETING OF THE CITY COUNCIL ON EITHER NOVEMBER 10 OR 12, 2025, TO MAKE A PRESENTATION FOR THE COUNCIL SIMILAR TO THE ONE NOTED IN THE LETTER FROM DIRECTOR OF ADMINISTRATION TRACEY GIRON.

3. Upon motion made by Councilor Stachowiak, seconded by Councilor Moreno, the agenda was amended to include the following communication, on a unanimous voice vote:

Communication from His Honor, Mayor Donald R. Grebien, to the Honorable Members of the Pawtucket City Council (Tri-Party Agreement between the City of Pawtucket, Fortuitous Tidewater OZ, LLC, and Pennrose, LLC)

Upon motion made by Councilor Stachowiak, seconded by Councilor Moreno, the following communication was REFERRED TO THE CITY PROPERTY COMMITTEE, on a unanimous voice vote:

Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the meeting was adjourned at 7:39 PM.
