2^nd FLOOR – TEMPORARY COUNCIL CHAMBERS

WEDNESDAY, SEPTEMBER 10, 2025

A regular session of the Pawtucket City Council was held Wednesday, September 10, 2025, at 7:34 p.m., in the Temporary City Council Chambers, 2^nd Floor, 100 Freight St., Pawtucket, RI.

Present – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, and Wildenhain.

Absent – Councilors Gregor and Stachowiak.

President Mercer presided.

1. The reading of the records of the August 20, 2025 City Council meeting and August 26, 2025 Joint Recreation Committee/City Property Committee meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

2. Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote:

A. 589 Communication from His Honor, Mayor Donald R. Grebien, to the Honorable Members of the Pawtucket City Council. (Mayor’s Community Board Appointment – Josh Morton)

C. THE FOLLOWING CLAIMS FOR DAMAGES AGAINST THE CITY WERE REFERRED TO THE COMMITTEE ON CLAIMS AND PENDING SUITS:

a. Joao Fernandes – $801.69 / $1,128.68 (Windshield)

b. Lidia Trejo – $325.88 (Pothole)

D. THE FOLLOWING CLAIM FOR DAMAGES AGAINST THE CITY WAS REFERRED TO THE LAW DEPARTMENT AND RI INTERLOCAL TRUST:

THE CHAIR RECOGNIZED COUNCILOR WILDENHAIN

With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilor Moreno, was PASSED on a unanimous voice vote:

The Clerk was instructed to send a communication to Carl Johnson, Zoning Director, requesting that the operation of the Zoning Volunteer Taskforce be extended until later in the year, with the possibility of operating all year round at some point in the future.

3. Communication from His Honor, Mayor Donald R. Grebien, to the Honorable Members of the Pawtucket City Council, submitting the following appointment to the Public Library Board of Trustees, FOR CONFIRMATION:

Upon motion made by Councilor Wildenhain, seconded by Councilor Moreno, the Council voted to APPROVE the Purdue Bankruptcy Plan, and AUTHORIZED the Law Department to take the necessary steps to submit said vote to the consortium on or before September 21, 2025, on a roll call vote, as follows:

AYES – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, and Wildenhain.

NOES – 0.

City of Pawtucket, Rhode Island vs. Amerisourcebergen Drug Corporation, et al. THE CHAIR RECOGNIZED COUNCILOR ARAUJO

Upon motion made by Councilor Araujo, seconded by Councilor Moran, the Council voted to AUTHORIZE the City to sign the Sackler Participation Agreement and the Global Entity Settlement Agreement (“GESA”), which is required to receive funds from the Purdue Direct Settlement involving the Sackler family, and AUTHORIZED the Law Department to take the necessary steps to submit said Agreements on or before September 30, 2025, on a roll call vote, as follows:

AYES – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, and Wildenhain.

NOES – 0.

THE CHAIR RECOGNIZED COUNCILOR ARAUJO

Upon motion made by Councilor Araujo, seconded by Councilor Moran, the Council voted to AUTHORIZE the City to settle with the Group of Eight manufacturers (“G8”) and to sign the necessary participation agreements, and AUTHORIZED the Law Department to take the necessary steps to submit said Agreements on or before October 8, 2025 was APPROVED on a roll call vote, as follows:

AYES – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, and Wildenhain.

NOES – 0.

7. UPON RECOMMENDATION OF THE COMMITTEE ON CLAIMS AND PENDING SUITS, THE MOTION TO DENY THE FOLLOWING CLAIM FOR DAMAGES AGAINST THE CITY WAS APPROVED ON A ROLL CALL VOTE, AS FOLLOWS:

AYES – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, and Wildenhain.

NOES – 0.

8. Upon motion made by Councilor Moran, seconded by Councilor Araujo, the agenda was amended to include the following communication, on a unanimous voice vote:

Communication from Elizabeth Moreira, Deputy Director of Administration, to the Honorable Terrence E. Mercer, City Council President (Request to Transfer Ownership of the City Owned Property at 575 Fountain Street to the Pawtucket Redevelopment Agency)

9. Upon motion made by Councilor Moran, seconded by Councilor Coderre, the following communication was REFERRED TO THE CITY PROPERTY COMMITTEE AND PLANNING COMMISSION, on a unanimous voice vote:
