WEDNESDAY, SEPTEMBER 24, 2025

 

A regular session of the Pawtucket City Council was held Wednesday, September 24, 2025, at 7:00 p.m., in the Temporary City Council Chambers, 2nd Floor, 100 Freight St., Pawtucket, RI.

 

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio and Stachowiak.

 

Absent – Councilor Wildenhain.

 

President Mercer presided.

 

 

1.      The reading of the records of the September 10, 2025 Finance Committee meeting, Committee on Claims and Pending Suits meeting, Committee of the Whole meeting, and City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

 

2.      Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote:

3.      UPON RECOMMENDATION FROM THE FINANCE COMMITTEE, THE FOLLOWING EMPLOYMENT AGREEMENT WAS RATIFIED ON A ROLL CALL VOTE, AS FOLLOWS:

 

AYES – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio and Stachowiak.

 

NOES – 0.

 

Ratification of the Employment Agreement between the Pawtucket Water Supply Board and Russell L. Houde, Jr., P.E., Assistant Chief Engineer

 

 

4.      UPON RECOMMENDATION FROM THE FINANCE COMMITTEE, THE FOLLOWING ORDINANCE WAS READ FOR THE FIRST TIME AND PASSED, ON A ROLL CALL VOTE AS FOLLOWS:

 

AYES – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio and Stachowiak.

 

NOES – 0.

 

AN ORDINANCE OF THE CITY OF PAWTUCKET APPROVING THE ISSUANCE OF WATER REVENUE BONDS AND NOTES IN AN AMOUNT NOT TO EXCEED FIFTY MILLION DOLLARS ($50,000,000) FOR THE PURPOSE OF FINANCING IMPROVEMENTS TO THE PAWTUCKET WATER SUPPLY SYSTEM

 

 

5.      THE FOLLOWING MATTER WAS CONTINUED AT THE MEETING HELD SEPTEMBER 10, 2025, AND WAS AGAIN TAKEN UP AND WAS AGAIN CONTINUED TO THE OCTOBER 8, 2025 CITY COUNCIL MEETING, ON A UNANIMOUS VOICE VOTE:

 

DISCUSSION REGARDING USE OF CURRENT SCHOOL BONDING AND FUTURE SCHOOL BONDING NEEDS.

 

 

 

Upon motion made by Councilor Araujo, seconded by Councilor Coderre, the meeting adjourned at 7:16 PM.
