A regular session of the Pawtucket Board of License Commissioners was held Wednesday, January 22, 2025, at 7:21 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Mercer, Councilors Araujo, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – Councilor Coderre.
Chairperson Mercer presided.
THE READING OF THE RECORDS OF JANUARY 8, 2025 WAS TAKEN UP:
THE CHAIR RECOGNIZED COUNCILOR ARAUJO.
1. Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the minutes of the January 8, 2025 Board of License Commissioners meeting were AMENDED, as follows, on a unanimous voice vote:
A regular session of the Pawtucket Board of License Commissioners was held Wednesday, January 8, 2023 2025, at 6:51 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
2. Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the minutes of the January 8, 2025 Board of License Commissioners meeting were APPROVED AS AMENDED on a unanimous voice vote.

Speaking was Joseph Pakuris, 13 Northup Plat Road, Coventry, RI, property owner.
Also speaking was Louis Vinagro III, 29 Round Hill Road, Foster, RI, applicant.
Mr. Pakuris is the owner of Cove Metal Company and was running the business for a few years. The company is not operating at this time.
Cove Metal Company is transferring the license to Mr. Vinagro.
Mr. Vinagro owns a facility in Johnston.
The Pawtucket hours will be Monday to Friday, from 7:00 a.m. until 4:00 p.m., and on Saturday from 7:00 a.m. until 12:00 p.m.
They will take in the metals, including cars, which will be sent to Johnston.
Mr. Vinagro will be paving the property.
Mr. Pakuris stated that there will be new painting done and new fencing.
There is nothing on the property at this time. He will take care of the property.
There will be no shredding in Pawtucket; it will be a feeder yard for Johnston. All items will be gone in 2-3 days. He will build a concrete wall.
Mr. Vinagro stated that he will remove batteries from cars to prevent fires from starting and he will send the cars to Johnston. Batteries will be sent to New York.
Mr. Vinagro stated that he could abide by the stipulations recommended by Councilor Gregor.

Upon motion made by Councilor Gregor, seconded by Councilor Wildenhain, the following petition for licenses was APPROVED, with the following STIPULATIONS, on a unanimous voice vote:

Upon motion made by Councilor Araujo, seconded by Councilor Moran, the agenda was amended to include the following objection, on a unanimous voice vote:

Mancini, Esq., Sinapi Law Associates, to the Pawtucket Board of License Commissioners, objecting to the transfer of the Class T (Theater) Liquor License of Kismet Improv (Downcity Improv LLC) to Kismet Improv (Cartoon Cat Improv LLC) 1005 Main Street, in the total amount of $167.95 on behalf of Mancini Beverage.
Upon motion made by Councilor Araujo, seconded by Councilor Moran, the following objection was READ AND ORDERED FILED:

Mr. Breeze-Thorndike stated that the claim has been paid.
Mr. Breeze-Thorndike and his wife were part of Improv for two years. They are working with Downcity Improv on the transition.
They will do three shows a week.
They will have the same hours of operation.
He and his wife are both TIPS certified.

He plans to open on March 7.

9. With majority consent of the Board, the following motion made by Councilor Wildenhain, seconded by Councilors Araujo and Moreno, was PASSED on a unanimous voice vote:
The Clerk was instructed to issue a summons to Picos Restaurant & Hookah Lounge 110 School Street, to appear at a FORMAL HEARING on Wednesday February 5, 2025, for the following reason:
1. On or about September 8, 2024; October 21, 2024; November 10, 2024; December 16, 2024; and January 6, 2025: Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state or ordinances of this city to be violated. (See attached report.) (Violation of R.I. Gen. Laws § 3-5-23).
In the meantime, the Board requested that the police have a detail officer stationed across the street from Pico’s between 9:00 p.m. and 1:00 a.m. on the two Saturdays and Sundays between January 22nd and the formal hearing. The details will be paid from the city’s Alcohol Prevention Awareness Fund, which has money for this purpose.
