Pawtucket Board of License Commissioners

A regular session of the Pawtucket Board of License Commissioners was held Wednesday, July 23, 2025, at 12:02 p.m., in the Temporary City Council Chambers, 2^nd floor, 100 Freight Street, Pawtucket, RI.

 

Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moreno, Rubio, Stachowiak and Wildenhain.

 

Absent – Councilor Moran.

 

Chairperson Mercer presided.

 

The reading of the records of July 9, 2025 was dispensed with and the records were APPROVED as prepared by the Clerk.

 

Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED, on a unanimous voice vote.

THE FOLLOWING PETITION FOR LICENSE RENEWAL WAS POSTPONED AT THE MEETINGS HELD MARCH 19, AND JULY 9, 2025, AND WAS AGAIN TAKEN UP:

 

KENNEL Renewal -

 

Harmony (Harmony Dog Training LLC) 65 Patterson Ave. LIC#KNL-25-2

 

Speaking was Carl Johnson, Director of Zoning and Code Enforcement.

 

Mr. Johnson stated that the certificate of zoning compliance was issued because the use is allowed by right in an MO zone.  Therefore, no special use permit or variance or condition of approval is needed.

 

Mr. Johnson stated that if the board wanted more control over kennel licenses, he had two recommendations:

 

1. The Table of Use Regulations in the zoning ordinance should be amended so that Pet Care Services and Pet Overnight Boarding in an MO zone be changed from Yes to Special Use Permit needed.

 

2. Section 116-56(C) of the Kennel License ordinance should be amended to list the specific requirements for pet care services and pet overnight boarding in Section 410-60(U) of the Zoning ordinance.

 

THE CHAIR RECOGNIZED COUNCILOR GREGOR.

 

With majority consent of the Council, the following motion made by Councilor Gregor, seconded by Councilor Moreno, was PASSED on a unanimous voice vote:

 

The Clerk was instructed to send a communication to Frank Milos, City Solicitor, seeking a legal opinion on how the ordinance changes proposed by Carl Johnson could affect the licensing and renewal of the Harmony Kennel license both prospectively and retroactively.

 

The Board also wanted to know if they determine that the license holder is not in compliance with Sec. 116-59(K) and (L), regarding the noise ordinance and creating a public nuisance, how could that affect the renewal of their license.     

 

 

 

Upon motion made by Councilor Araujo, seconded by Councilor Coderre, the meeting was adjourned at 12:38 p.m.
