WEDNESDAY, AUGUST 5, 2026

 

A regular session of the Pawtucket Board of License Commissioners was held Wednesday, August 5, 2026, at 6:52 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI.

 

Present – President Mercer; Councilors Araujo, Coderre, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

 

Absent – Councilor Gregor.

 

Chairperson Mercer presided.

 

1.      The reading of the records of July 22, 2026 was dispensed with and the records were APPROVED as prepared by the Clerk.

 

2.      Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED, on a unanimous voice vote.

 

3.      *THE FOLLOWING PETITIONS FOR LICENSE WERE APPROVED ON A UNANIMOUS VOICE VOTE:

 

1. ENTERTAINMENT –

Petition of Phillip Marques, for license to conduct a Car Show at 45 Alden Street, on Saturday, August 15, 2026, from 3:00 p.m. until 6:00 p.m. LIC#EVT-26-72

 

2. ENTERTAINMENT –

Petition of Societe Jacques Cartier Cercle No. 4, for license to conduct the Jacques 126^th Anniversary Celebration and for a one-day expansion of their Class D Liquor License to serve food and alcoholic beverages at 816 Main Street, (outdoors and indoors) on Saturday, August 15, 2026, from 11:00 a.m. until 6:00 p.m. LIC#EVT-26-69

 

Councilor Araujo recused himself on the petition from Societe Jacques Cartier Cercle No. 4, based on his statement, “Member of the Club.” (Report Filed)

 

 

5.      A PUBLIC HEARING FOR EXPANSION OF PREMISE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, WAS TAKEN UP:

Speaking was Mr. Ralph Garner, 99 India Street, Pawtucket, RI, the applicant. Mr. Garner stated that he plans to place four tables near the rear entrance and will operate a

barbecue in that area through the fall season only. The area will be enclosed using Jersey barriers. There were no other speakers. The public hearing was closed.

 

THE CHAIR RECOGNIZED COUNCILOR ARAUJO.

 

Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the following petition for expansion of premise was APPROVED on a unanimous voice vote:

(Requesting name change from Pawtucket Patriot Bar and Grill to Pawtucket Patriot Bar & BBQ) was READ AND ORDERED FILED AND THE DBA NAME CHANGE WAS APPROVED ON A UNANIMOUS VOICE VOTE.

 

 

7.      THE FOLLOWING PUBLIC HEARING WAS CONTINUED AND APPLICATION FOR LICENSE WAS POSTPONED UNTIL THE MEETING ON SEPTEMBER 10, 2026, ON A UNANIMOUS VOICE VOTE:

11.  A FORMAL HEARING ON THE FOLLOWING LICENSES WAS TAKEN UP:

Mangos Hookah Lounge (Princess Investments LLC) 17 Exchange St. LIC#LQB-24-53

 

Representing the City of Pawtucket was Frank J. Milos, Jr., Esq., City Solicitor.

 

Mr. Milos stated that an agreement regarding the disposition of this matter was reached for Board consideration. If the Board accepts the nolo plea, there will be no suspension; however, a $500.00 fine will be imposed and stayed for a period of 120 days. If no further issues occur during that time, the fine would not need to be paid.

 

Speaking on behalf of Mangos Hookah Lounge was Alex Quiroz, 126 Edgeworth Avenue, Providence, RI, license holder. Mr. Quiroz was sworn in by City Clerk Richard J. Goldstein.

 

Mr. Quiroz agreed to the terms but expressed concern that the four-month stay would extend beyond the renewal date and may affect the renewal of his license.

 

Chairman Mercer responded that the length of the stay would not affect the renewal of the license.

 

Mr. Quiroz stated that the door was locked to prevent homeless individuals from entering the premises.

 

He further stated that the Fire Department has a key and can access the premises at any time.

 

He indicated that he could provide a key to the Police Department as well.

 

There were no other speakers. The formal hearing was closed.

 

THE CHAIR RECOGNIZED COUNCILOR CODERRE.

 

Upon motion made by Councilor Coderre, seconded by Councilor Moreno, the Council ACCEPTED THE PLEA OF NOLO CONTENDRE AND ORDERED THAT A FINE OF

$500.00 BE IMPOSED, BUT SHALL BE STAYED FOR A PERIOD OF 120 DAYS, for the following three reasons:

 

1. On or about June 20, 2026: Operating after hours. (Violation of R.I. Gen. Laws § 3-7.1-1 Authorization of temporary extended service hours).
2. On or about June 20, 2026: Entertainment after hours. (Violation of R.I. Gen. Laws § 3-7.1-1 Authorization of temporary extended service hours).
3. On or about June 20, 2026: Refusing official’s access to licensed premises (Violation of R.I. Gen. Laws § 3-2-6)

 

 

12.  Communication from Steven Knapp, Pawtucket Resident, to the Pawtucket City Clerk’s Office. (Noise Pollution – Event at Picos) was READ AND ORDERED FILED.

 

 

13.  A FORMAL HEARING ON THE FOLLOWING LICENSES WAS TAKEN UP:

 

CLASS B (VICTUALLER) –

 

Picos Restaurant & Hookah Lounge (Picos Restaurant & Lounge LLC) 110 School St. LIC#LQB-24-60

Representing the City of Pawtucket was Frank J. Milos, Jr., Esq., City Solicitor.

 

Mr. Milos stated that an agreement regarding the disposition of this matter was reached for Board consideration. A $500.00 fine will be imposed, to be paid within 45 days, along with a one-day suspension to be served on Friday, August 7, 2026.

 

Speaking on behalf of Picos Restaurant & Hookah Lounge was George Lough, Esq., of Russo & Lough, Attorneys at Law.

 

Mr. Lough stated that there had been some confusion on the part of the owner and that he will follow the required protocols going forward.

 

Chairman Mercer denied that there was any confusion on this matter.

 

Also speaking was Oswaldino DaSilva, 71 Meadow Street, Pawtucket, RI., license holder. He stated that his wife had applied for the licenses.

 

There were no other speakers. The formal hearing was closed.

 

THE CHAIR RECOGNIZED COUNCILOR CODERRE.

 

Upon motion made by Councilor Coderre, seconded by Councilor Wildenhain, the Council ACCEPTED THE PLEA OF NOLO CONTENDRE AND ORDERED A FINE IN THE

AMOUNT OF $500.00 TO BE IMPOSED AND PAID WITHIN 45 DAYS, AND THE LICENSE TO BE SUSPENDED FOR THE PERIOD OF ONE (1) DAY, SPECIFICALLY

FRIDAY, AUGUST 7, 2026, for the following reasons:

 

1. On or about July 11, 2026: Expansion of Premise without Board Approval in violation of R.I. Gen. Law § 3-5-17, failure to prohibit the consumption of alcoholic beverages outside of the licensed premises and in violation of R.I. Gen. Laws § 3-5-9, and Rule 1.4.27 of the RI Department of Business Regulations 230-RICR-30-10-1 Liquor Control Administration “Premises - Retail”, for the sale, service or storage of alcoholic beverages outside the established licensed premises without Board approval. (See attached reports)

 

2. On or about July 11, 2026: Having a festival, show, exhibition or other entertainment outside of your licensed premise without first obtaining a license from the City Council in violation of Chapter 193 of the Code of Ordinances of the City of Pawtucket. (See attached reports)

 

 

14.  Communication from Sgt. Jason Lafond, Pawtucket Police Department, to Captain David Dolan, and Major Robert Pickett, Pawtucket Police Department. (Police Response to Large Disorderly Crowd at 249 Main Street) was READ AND ORDERED FILED.

 

THE CHAIR RECOGNIZED COUNCILOR CODERRE.

 

With majority consent of the Board, the following motion made by Councilor Coderre, seconded by Councilor Wildenhain, was PASSED on a unanimous voice vote:

 

The Clerk was instructed to issue a summons to Acruz Events and Art Gallery (Acruz Events and Art Gallery LLC) 29 Main Street, to appear at a FORMAL HEARING on Thursday, September 10, 2026, for the following reason:

 

1. On or about July 17, 2026: Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state or ordinances of this city to be violated. (Violation of R.I. Gen. Laws § 3-5-23).

 

 

Upon motion made by Councilor Araujo, seconded by Councilor Coderre, the meeting was adjourned at 7:43 p.m.
