A regular session of the Pawtucket Board of License Commissioners was held Wednesday, February 11, 2026, at 7:27 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI. Video

 

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

 

Absent – 0.

 

Chairperson Mercer presided.

 

The reading of the records of January 21, 2026 was dispensed with and the records were APPROVED as prepared by the Clerk. Video

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR A LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, WAS TAKEN UP: Video Video

Allied Recycling Center (Allied Recycling Center Inc.) 55 Concord Street, LIC#JNK-26-1

 

Speaking were Tenessa Azar, Moses Ryan Ltd., 40 Westminster Street, Providence, RI, attorney for the applicant; and Ed Jamieson, 15 Chester Avenue, Berkley, MA, applicant.

 

Ms. Azar stated that the business is located in an MO zone, where the proposed use is permitted by right. The company currently operates in Walpole, Massachusetts, and Mr. Jamieson has experience in this type of business.

 

The property abuts railroad tracks, a highway, and other industrial uses. The applicant plans to utilize the railroad. While some processing will occur at this location, the majority of processing will take place in Walpole, Massachusetts.

 

The applicant intends to fence in the area and has obtained a zoning certificate.

 

Speaking in opposition was Kevin Venturini, 19 Frank Street, Pawtucket, RI.

 

Mr. Venturini stated that there are two recycling facilities near the proposed location. He expressed concerns regarding environmental issues and traffic. He noted that the applicant has been cited twice in Massachusetts.

 

Also speaking was John Benoit, 75 Piave Street, Pawtucket, RI.

 

Mr. Benoit agreed with Mr. Venturini’s concerns. He resides three blocks from the site and expressed concerns about property values, rodents, traffic, the impact on Chelo’s business and the surrounding residential neighborhood. He further stated that there should be additional public input.

 

Also speaking was Marsha Natalizia, 76 Piave Street, Pawtucket, RI.

 

Ms. Natalizia agreed with the previous speakers and expressed concerns regarding pollution and noise.

 

There were no other speakers. The hearing was continued until March 11, 2026.

Upon motion made by Councilor Stachowiak, seconded by Councilor Gregor, the following petition for license was POSTPONED UNTIL MARCH 11, 2026, on a unanimous voice vote:
